feat(dev): respect --open when dev server is already running - #1629
this pr adds a new option, "Open http://localhost:3000 in browser," when the server is already running. "Take over" is a great feature that I no longer need to concer too much of the existing server is running to debug the page, however, it kinda makes me develop the bad habit of run the dev server anyway instead of spending time finding the tab. This results in me always doing "take over", but in most cases, recompiling is not even necessary - I just want to find the page. Thus I am thinking to add this new option to make it more efficient:
The prompt now reads:
○ Take over port 3000
○ Do not start (--no-takeover)
○ Open http://localhost:3000 in browser
○ Start anyway
Counted with a module.registerHooks load hook, compile cache disabled. Counts every JS module actually evaluated on that code path (native addons excluded). Built-ins loaded after bootstrap are counted separately, including the internal modules they load.

Install footprint and published tarball
Each version installed on its own into an empty project with nothing but @nuxt/cli as a dependency, so the tree is exactly the CLI and its transitive dependencies. npm cache is warm and the registry is only consulted for metadata, so install wall time is indicative, not a network benchmark.

Interleaved runs on a shared runner: trust the deltas, not the absolute timings. The dev, restart and build suites run locally via pnpm bench:cli.
System calls cannot be simulated consistently and are left out of the measure. The reported value understates the real cost. Switch to the Walltime instrument to measure them.
The takeover prompt now offers an option to open an existing server URL in a browser when the server has a URL. Selecting this option opens the URL and returns an opened result without stopping the server. The dev and preview commands exit successfully when they receive that result.
If an app uses a non-ASCII base path, the "open in browser" option opens the site root instead of the app path. The server is unaffected and the fix is small, so this can be addressed before or shortly after merge.

Explanation
The title "feat(dev): respect --open when dev server is already running" matches the main change. The PR adds an option to open an already-running dev server in a browser through the takeover prompt, instead of only offering to take over the port. The title is specific and conveys the primary behaviour change. It does not mention the prompt or the takeover flow, but it states the main point without vague terms.

@antfu are you running nuxt dev with --open at the moment? if so, I think we don't need an extra option, just that whichever you pick, whether take over or not, we open the url...

Accept Unicode base paths in the lock.
LOCK_URL_PATH_RE accepts only ASCII word characters. A base path such as /café/ fails the test. lockURLPath then returns undefined, and parseLockInfo omits baseURL. When the user chooses to open the server from the takeover prompt, lockAppURL falls back to /. The browser then opens the root page instead of the application path.
Accept Unicode letters, combining marks, and numbers in each segment. Keep the same punctuation set, so the value stays a plain path with no whitespace, quotes, or other shell-sensitive characters:
