Close the publish race behind Solar v0.4.0: a draft's assets always match its commit, a draft can be frozen for publishing, and only a frozen draft can be published.
Why
Solar v0.4.0 shipped binaries and provenance built from the commit before its tag. A push moved the draft while the assets were rebuilding, and the draft was published in between. The upload then failed with HTTP 422 against the immutable release.
A draft tagged via create_tag is frozen: push runs skip it with a notice instead of failing.
Moving or renaming a draft deletes its assets.
New upload-release-assets action: uploads only to a draft that targets the built commit, with a clear error instead of the 422.
New assets input: the draft is titled "vX (assets pending)" until the upload action completes.
version/sha outputs now also cover retry_assets_for, so callers can drop their own resolve step.
repo-settings: new protect-release-tags ruleset; only GitHub Actions may create v* tags, so publishing an untagged draft is rejected.
README: publish by dispatching with create_tag, waiting for the assets, then publishing.
Testing
scripts/test-release-workflow.sh runs the changed release.yml steps against a stub gh; test-upload-release-assets.sh covers the action. Both are added to test-actions.yml, and both fail when any one of the fixes is reverted.
The ruleset is untested: it relies on publishing a release being subject to tag rulesets, and on the GitHub Actions integration (id 15368) being allowed to bypass. Verify on a scratch repo before running make repo-settings on the product repos.
Notes for reviewers
Once the ruleset is applied, publishing requires the create_tag run, in dev-kit too.
Existing callers keep working. Solar and ARC adopt assets: true and the action in follow-up PRs.

New Features
Release drafts can now be marked as awaiting assets, then have assets uploaded and the draft title updated once the upload succeeds.
Release preparation now protects tagged drafts from changes: push runs skip them, while manual runs report an error.
Improvements
Changing a draft’s tag or target commit removes its attached assets. Release tags are protected from being moved or deleted.
Documentation
Updated release guidance to explain draft asset uploads, tagging, and publishing.

Walkthrough
The release workflow now handles frozen tagged drafts, asset-pending drafts, and retries with validated target SHAs. A composite action uploads assets only to drafts that still target the build commit. Repository settings add protection rules for version tags.
Changes: Release workflow and asset uploads
Layer / File(s)
Summary
Freeze tagged drafts and gate preparation .github/workflows/release.yml, scripts/test-release-workflow.sh
Push runs with tagged drafts set frozen=true and skip later preparation steps. Manual runs retain the error path. Tests cover freeze behavior and releasable commit checks.
Track and update draft assets .github/workflows/release.yml, scripts/test-release-workflow.sh, README.md
The workflow adds the assets input and an assets-pending title. It deletes attached assets before renaming or retargeting a draft. Tests check title selection and asset cleanup.
Validate retry targets and expose outputs .github/workflows/release.yml, scripts/test-release-workflow.sh, README.md
Retry validation exposes the draft version and target SHA, and rejects branch targets and published releases. The README documents the retry outputs.
Upload assets through the composite action .github/actions/upload-release-assets/*, .github/workflows/test-actions.yml, README.md
The action passes the release tag, build SHA, file patterns, and token to the upload script. The script checks draft status and target SHA before and after upload. Tests cover validation, upload cases, and workflow usage.
Release tag protection
Layer / File(s)
Summary
Reconcile the release tag ruleset scripts/repo-settings.sh, README.md
The settings script creates or updates an active v* tag ruleset that restricts creation, updates, and deletion, with a GitHub Actions bypass. The README documents the ruleset.

Issue 45 requests a protect-release-tags ruleset for v* tags. This PR adds that ruleset with matching update and deletion restrictions, plus creation restrictions and a GitHub Actions bypass.
The new release-workflow CI step may fail with a missing yq command, and the tag-protection ruleset would still let GitHub Actions move or delete release tags despite the README saying nobody can. Fix the CI job setup and split the ruleset before merging. Test the ruleset on a scratch repository first, as the PR already advises.

Took the shorter form, negated: ! grep -q -- "$2" <<< "$1" || bad "…". As suggested, grep && bad returns 1 when the pattern is absent, which is the passing case, and set -e then ends the test silently.
A bit sad that the publish button in the release UI is not the way to release now, but i guess it is the right way to avoid the race condition.
The Publish button is still how you release. A draft just has to be frozen by a create_tag run first; the ruleset only rejects publishing a draft that has no tag yet.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Keep the pending marker until every asset upload finishes.
If a caller uploads one release's assets from multiple jobs or action invocations, the first completed invocation clears (assets pending). A reviewer can then publish the draft before the remaining uploads finish. Clear the marker only after a coordinating job confirms that all required uploads succeeded, or require one invocation containing every required asset.

Keep tag updates and deletions outside the GitHub Actions bypass.
If GitHub accepts this bypass, it applies to all three rules in the ruleset. A workflow using its GITHUB_TOKEN with contents: write can then move or delete a v* tag, which conflicts with the documented tag immutability guarantee.
Use two active rulesets for refs/tags/v*: one creation-only ruleset with the GitHub Actions integration bypass, and one update/deletion-only ruleset without that bypass. Test both operations with a workflow token in the scratch repository: creation must succeed, while update and deletion must fail.

@coderabbitai: Agreed, fixed: split into restrict-release-tag-creation (creation, GitHub Actions bypass) and protect-release-tags (update and deletion, no bypass). scripts/test-repo-settings.sh checks both payloads. The scratch-repo test still has to confirm GitHub honours the bypass
The reason will be displayed to describe this comment to others. Learn more.
@AlexHardAtWork The supplied code addresses the bypass-scope issue. restrict-release-tag-creation has the GitHub Actions bypass, while protect-release-tags blocks updates and deletions without a bypass.
The scratch-repository check remains required before rollout. With a workflow’s GITHUB_TOKEN and contents: write, confirm that:
Creating a v* tag succeeds.
Updating or deleting that tag fails.
The payload checks do not establish GitHub’s enforcement behavior. This thread should remain open until that verification is complete.
