Fix Qwen shell hook configuration

Change contract

When: A user copies the Qwen Code setup from the README or pitot init --host qwen.
Before: The ^Bash$ matcher does not select Qwen's run_shell_command tool. Native tests use a different matcher, so their passing result does not cover the documented setup.
After: The README, generated guidance and native fixture all use ^run_shell_command$, selecting the shell tool while excluding unrelated tools.

Boundaries preserved

• Qwen's existing native payload decoder and compatibility aliases remain supported.
• Setup prints user-level instructions without editing user configuration. Other agents retain their existing support and test coverage.

Failure and recovery

Regenerate configuration using the corrected snippet. Reverting restores the previous snippets and fixture; capture evidence must continue to match the source it verifies.

Remaining limits

The selector controls isolate pinned package behavior; full native captures are separate evidence. pitot doctor --host qwen does not yet inspect effective Qwen configuration.
