Context
This PR improves CI ergonomics and safety for the Rust backend by introducing automated PR labeling and hardening existing workflows against non-PR events.
The goal is to improve review visibility, reduce manual maintenance, and prevent CI failures caused by missing pull-request context on push events.
All changes are non-functional and do not affect application runtime behavior.
Description
Added auto-label job using the organization-wide reusable workflow (soft mode, non-blocking)
Added auto-update PR branch job
Hardened map_pr_to_discord to exit early on non-PR events
Scoped Discord notification job to pull requests only
No changes to build, security scanning, or enforcement logic
Changes in the codebase (optional)
Auto-labeling is metadata-only and does not affect CI outcomes
All changes are backward-compatible and safe for both PR and push triggers
Push workflows continue to run security scans without PR-specific assumptions
