Make the OpenAI LLM provider adapt to OpenAI-compatible servers and reasoning models. #10570 - #10636
The OpenAI provider now learns server/model capabilities from structured errors, as proposed in the issue:
Send max_tokens by default. Switch to max_completion_tokens only after a 400 with param=max_tokens and code=unsupported_parameter.
Reroute to /responses only after a 400/404 with no parameter and an explicit "only supported in v1/responses" message. This works with gateways and Azure as well as the official OpenAI host.
Remember token-parameter, Responses routing and reasoning flags per normalized base URL and model across new client instances. Log each new adjustment once at debug level.
Bound streaming and non-streaming calls to three sends. Never replay a stream after yielding output.
Learn reasoning from usage details or reasoning content; scale later calls by three. Retry an empty, reasoning-exhausted response once with the larger budget. Handle null reasoning-token counts and explain output-budget exhaustion without referring to a nonexistent user setting.
Compare hostnames in availability checks. Update both AI tools and preferences documentation with GLM (Z.ai) and administrator allowlist guidance.
Tests: replaced the large conditional scenario body with focused check methods. The provider test module passes 31 scenarios in an isolated local harness that loads the real provider/models/client and scripts transport. Adaptive checks exercise streaming and non-streaming paths, structured HTTP parsing, cached state, retry caps/chains, reasoning, partial-stream safety, malformed errors and logging. Python compilation, style checks (excluding existing E402 import ordering and W504 convention) and git diff --check pass.
The same 31 scenarios also pass with real pgAdmin imports and native testscenarios discovery, bypassing only the inherited database-connection setup for these database-free provider tests. pgAdmin initializes locally after omitting optional Kerberos authentication and using binary psycopg. The official database-backed regression runner cannot proceed without a PostgreSQL server at localhost:5432. Upstream Actions currently require maintainer approval. Live reasoning-model tests have not been run, so the three-times multiplier remains unverified against real models.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The OpenAI provider learns compatible-server capabilities and applies them to streaming and non-streaming requests. It adjusts token parameters and API routing, detects reasoning-budget exhaustion, and retries selected failures. Documentation adds GLM (Z.ai) and explains custom API URL restrictions.

The provider caches learned capabilities by base URL and model. It selects token parameters and API routing from those capabilities, parses structured HTTP errors, and limits retries to three sends. It identifies the official OpenAI host by hostname. Tests cover capability learning, retry limits, error handling, and host checks. Documentation lists GLM (Z.ai) and describes the custom URL allowlist.
Reasoning detection and budget handling web/pgadmin/llm/providers/openai.py, web/pgadmin/llm/tests/test_openai_stream.py
The parsers and stream readers detect reasoning content and usage. Empty token-limited output with reasoning triggers a retry with three times the token budget. Repeated exhaustion produces a reasoning_budget error. Tests cover detection, escalation, and exhausted retries.

Explanation
The title states the main change: the OpenAI LLM provider now adapts to OpenAI-compatible servers and reasoning models. The changeset matches this. The openai.py client learns token-parameter and Responses API behavior from structured errors, caches learned behavior by base URL and model, and detects reasoning models. Tests and docs cover the same behavior. The issue reference #10570 is also consistent with the linked issue.
Full details: Linked Issues check
Explanation
The reviewed changes satisfy the coding requirements in issue #10570. openai.py sends max_tokens first, uses the required structured 400 error for the token fallback, and uses the required 400/404 Responses API condition. It caches token, routing, and reasoning capabilities by base URL and model, logs new adjustments once, caps calls at three sends, and prevents stream replay after output. It detects reasoning from usage or content, scales the budget by three, retries an empty exhausted response once, and reports output-budget exhaustion. Availability checks compare hostnames. The provider tests cover streaming and non-streaming adaptation, caching, retry limits, reasoning, malformed errors, partial streams, and logging. Both documentation files list GLM (Z.ai) and administrator allowlist guidance. The unrun full regression suite and live-model tests do not establish a missing coding requirement.
Full details: Out of Scope Changes check
Explanation
The changes remain within issue #10570. The LLMError fields support structured HTTP error handling. The provider implementation and focused tests implement the adaptive behavior. The ai_tools.rst and preferences.rst changes document the requested provider and allowlist behavior. No unrelated change is demonstrated.

kwargs is not passed to _chat_completions, so the flag has no effect on provider behavior. The retry is bounded only by the flag itself. This works, but the control flow is hard to follow. Use a private helper or a loop with an explicit attempt count instead.

Preserve structured token-parameter errors.
_make_request() keeps only error.message and the HTTP status. A JSON response with a generic message and error.param == "max_completion_tokens" therefore loses the parameter and unsupported-error indicator. _is_unsupported_token_param_error() returns false, so chat() and chat_stream() do not retry with max_tokens.
Preserve error.param and the structured unsupported-parameter code or type. Require that unsupported indication together with param == "max_completion_tokens". Keep the existing non-JSON error handling unchanged.

The current scenario does not cover a second reasoning-budget exhaustion. It returns ok_response('done') on the retry, so it would not detect removal of the retry guard or incorrect handling of the final exhausted response. A focused assertion for a second empty response with finish_reason: 'length' and reasoning_content would provide material, nonduplicative coverage.

If an empty Chat Completions response ends with finish_reason='length' and reports positive usage.completion_tokens_details.reasoning_tokens but omits message.reasoning_content, this condition is false. _parse_response raises the ordinary max_tokens error, so chat() does not perform its budget retry. If an OpenAI reasoning model returns empty content with finish_reason='length' and positive usage.completion_tokens_details.reasoning_tokens, this condition skips the tripled-budget retry and raises the ordinary max_tokens error. Apply the reasoning-budget retry to streaming responses.
If a streaming response ends with finish_reason='length', reports reasoning tokens, and yields no content or tool calls, this path raises No response content returned from API. chat_stream() cannot make the new budget retry or report reasoning_budget. Carry the reasoning-exhaustion signal through the stream reader and retry once before yielding content. The linked issue requests this behavior for streaming and non-streaming paths. Thanks for picking this up; the shared error parsing and the test coverage of both the streaming and non-streaming paths are good. However, the approach differs from the design in #10570 in a few places that matter in practice, so I'd like it brought back in line with the issue.
1. Send max_tokens first, and fall back on the error's param. The PR sends max_completion_tokens first and falls back to max_tokens only when the server rejects it. The problem #10570 describes is that compatible servers ignore or rejectmax_completion_tokens; a server that silently ignores it never triggers the fallback, so the request goes out with no output cap at all. The issue's ordering (send max_tokens, retry with max_completion_tokens when the 400 has param == "max_tokens" and code == "unsupported_parameter") costs only OpenAI itself one extra round trip, once per model.
2. The current fallback can get stuck. The check at openai.py:244-255 looks at the message text, and OpenAI's (and Azure's) rejection of max_tokens reads "Unsupported parameter: 'max_tokens' is not supported with this model. Use 'max_completion_tokens' instead.", which contains both max_completion_tokens and "unsupported". Once max_tokens has been remembered for a URL and model, that error makes the client store max_tokens again and retry the same failing request, until pgAdmin is restarted. Keeping the structured param on the error (rather than only folding it into the message at :455-457) and deciding on that avoids this, and is needed for point 1 anyway.
3. Don't decide on the Responses API by hostname. Limiting the /responses reroute to the official OpenAI host (openai.py:232-243) is the approach the issue rejected: Azure OpenAI and gateways in front of OpenAI can then never reroute. Please reroute on a 400/404 with no param and a "only supported in v1/responses" message, as #10570 suggests, and remember the result in the module-level dict rather than per client instance (get_llm_client() creates a new client for each request).
4. Remember reasoning-model exhaustion per model. The retry with a tripled budget isn't remembered (openai.py:149-166, :753-762), so every call pays for, and is billed for, a wasted first attempt; the report pipeline's 500 and 1500 token caps will hit this constantly. Store the flag in the same module-level dict and scale the budget before the first send.
Smaller points:
The error at openai.py:603-611 and :964-972 tells the user to "increase the maximum tokens setting", but there isn't one (callers hard-code max_tokens). Say the model's output budget was used up by reasoning instead.
If a server sends "reasoning_tokens": null, details.get('reasoning_tokens', 0) returns None and None > 0 raises TypeError (openai.py:597, :886); use details.get('reasoning_tokens') or 0.
In streaming, if the max_tokens fallback request itself ends in reasoning exhaustion, the error is raised from inside the except and isn't retried (openai.py:763-776); chat() handles this.
Please log each adjustment once at debug level, as the issue asks, and add GLM (Z.ai) to docs/en_US/preferences.rst (lines 69 and 103) as well as ai_tools.rst.
The tests are one runTest with 13 if/elif branches; splitting them up would make failures much easier to read, and stream_reasoning_retry has unused io and urllib.error imports.
Thanks for the detailed review. Pushed b3ff131 to align this with #10570: max_tokens first with structured-error fallback, structured Responses routing, cached routing/reasoning state, and a three-send cap for both paths. Streaming won't retry after yielding output. The null reasoning count, output-budget message, debug logging and preferences docs are covered too, and the tests are split into focused checks.
The provider test module passes 31 scenarios in an isolated local harness using the real provider/models/client and scripted transport, including the actual HTTP error parser. Compilation, style checks (apart from the existing import-order convention) and diff checks pass. The full pgAdmin regression runner is not verified: dependency installation stops at the native gssapi/Kerberos requirement. Live reasoning-model behaviour and whether a three-times budget is enough remain untested.

- Around line 236-237: Update _should_use_responses_api to accept param values
of None, empty, or 'model' while preserving the existing status and
message-phrase checks. Update _check_responses_rejection so a 404 with
param='model' reroutes, and retain a case confirming an unrelated param such as
'other' does not reroute.

Follow-up in ac4665f: the new review identified a real Responses-only error shape with param="model" and a 404. I checked the public reproduction in openai/codex#4480 and added that narrow case alongside empty/no-param errors, keeping the status and explicit endpoint-message checks. Unrelated parameters still don't reroute. This is a small extension to the issue's no-param wording to avoid rejecting the API's actual response.
Added a streaming/non-streaming regression and the missing focused-test docstrings. All 32 provider scenarios pass with real pgAdmin imports and native testscenarios discovery (only the inherited database-connection setup bypassed). Full database-backed regression still needs a PostgreSQL server; upstream workflows require maintainer approval. No live paid-model testing.

Fixes #10570.
The OpenAI provider now learns server/model capabilities from structured errors, as proposed in the issue:
max_tokensby default. Switch tomax_completion_tokensonly after a 400 withparam=max_tokensandcode=unsupported_parameter./responsesonly after a 400/404 with no parameter and an explicit "only supported in v1/responses" message. This works with gateways and Azure as well as the official OpenAI host.Tests: replaced the large conditional scenario body with focused check methods. The provider test module passes 31 scenarios in an isolated local harness that loads the real provider/models/client and scripts transport. Adaptive checks exercise streaming and non-streaming paths, structured HTTP parsing, cached state, retry caps/chains, reasoning, partial-stream safety, malformed errors and logging. Python compilation, style checks (excluding existing E402 import ordering and W504 convention) and
git diff --checkpass.The same 31 scenarios also pass with real pgAdmin imports and native testscenarios discovery, bypassing only the inherited database-connection setup for these database-free provider tests. pgAdmin initializes locally after omitting optional Kerberos authentication and using binary psycopg. The official database-backed regression runner cannot proceed without a PostgreSQL server at localhost:5432. Upstream Actions currently require maintainer approval. Live reasoning-model tests have not been run, so the three-times multiplier remains unverified against real models.
