Fix the AWS and pgEdge Starfleet cloud wizards, and verify all outbound HTTPS against CA_FILE - #10699
Two cloud deployment wizard failures were reported against 9.19.
AWS: "Cannot find version 11.16 for postgres". Before a database version is chosen, the instance type lookup fell back to a hardcoded PostgreSQL 11.16, which AWS now rejects, and the select control never cleared the error once a later load succeeded. The lookup is now skipped until a version is picked, and InputSelect clears a stale load error on success.
pgEdge Starfleet on macOS: CERTIFICATE_VERIFY_FAILED. The python.org framework in the macOS app has no default CA store, and the Starfleet client used Python's defaults.
Fixing that properly meant auditing every outbound HTTPS request, which each chose a CA store differently (the wizard's public IP lookup had verification turned off entirely). They now all go through pgadmin.utils.tls:
config.CA_FILE if it exists (shipped in the macOS app; the container points it at the system bundle), otherwise certifi; CA_FILE = None selects Python's defaults.
Covers the upgrade check, the AI assistant providers including Ollama, Starfleet, the public IP lookup, and OAuth2 when OAUTH2_SSL_CERT_VERIFICATION is True.
Cloud deployment background jobs get the same bundle via SSL_CERT_FILE, so pgacloud needs no pgAdmin config.
The macOS build now fails if the cacert.pem download fails, instead of shipping an error page as the bundle.
Unchanged: the AWS, Azure and Google SDKs (which bring their own bundles) and LDAP (which has its own CA settings). Two behaviour changes: in the container, the AI assistant and OAuth2 now use the system bundle rather than certifi; and outside the container (where no cacert.pem ships), Ollama, the Starfleet API client and the public IP lookup now use certifi rather than the system store, so a self-hosted Ollama behind a private CA needs CA_FILE pointing at a bundle that includes it. The CA_FILE comment in config.py says so, and notes that CA_FILE = None leaves OAuth2 on the requests library's own bundle.
Tested with the cloud, misc, llm, authenticate and new utils.tests.test_tls Python tests, plus the FormComponents Jest spec. Not yet verified on a packaged macOS build.
Summary by CodeRabbit
New Features
Outbound HTTPS connections across upgrade checks, OAuth2, AI providers, and cloud integrations now use the configured CA certificates and verify server certificates.
Cloud deployment processes receive the configured CA certificate settings.
Bug Fixes
macOS builds now stop if downloading the certificate bundle fails.
Cloud instance lookups no longer run without an engine version, and provided versions are safely encoded.
Successful option reloads clear prior errors, and missing RDS versions no longer trigger a fallback lookup.
AWS: before a database version was chosen, the instance type lookup
fell back to a hardcoded PostgreSQL 11.16, which AWS now rejects. The
resulting error was never cleared by the select control, so it stayed
on screen after a valid version was picked. Skip the lookup until a
version is chosen, and clear a select's load error once a later load
succeeds.
Starfleet: verify the API's certificate against certifi's CA bundle.
The python.org framework bundled in the macOS app has no usable default
CA store, so every request failed with CERTIFICATE_VERIFY_FAILED.
Each outbound caller chose its CA store differently: the upgrade check used
CA_FILE then certifi, the AI assistant used certifi only, Ollama and the
Starfleet client used Python's defaults, the wizard's public IP lookup
disabled verification altogether, and pgacloud's background jobs used
Python's defaults. Python's defaults have no CA store in the macOS app, so
those requests failed there.
pgadmin.utils.tls now gives one answer for all of them: CA_FILE if the file
exists (the macOS app ships it and the container points it at the system
bundle), otherwise certifi, or Python's defaults if CA_FILE is set to None.
Cloud deployment jobs get the same bundle through SSL_CERT_FILE, and OAuth2
uses it when certificate verification is on. The macOS build now fails if
the cacert.pem download fails, rather than shipping an error page as the CA
bundle.
The pull request adds shared TLS configuration for outbound HTTPS and cloud deployment processes. It also changes RDS engine-version handling and clears select-field load errors after a successful options reload.
Changes
Shared TLS configuration
Layer / File(s)
Summary
CA-file selection and shared TLS helpers pkg/mac/build-functions.sh, web/config.py, web/pgadmin/utils/tls.py, web/pgadmin/utils/tests/test_tls.py
The new helpers select a CA file, create a verifying TLS 1.2 context, and provide CA environment variables for child processes. Tests cover CA selection and context configuration. The macOS build now exits with an error if the CA bundle download fails.
OAuth2, LLM providers, the upgrade check, and IP lookup now use CA-file-aware verification through the shared TLS helpers.
Cloud deployment and Starfleet TLS wiring web/pgacloud/utils/starfleet_api.py, web/pgadmin/misc/cloud/{azure,google,rds,starfleet}/__init__.py, web/pgadmin/misc/cloud/starfleet/tests/*
Cloud deployment processes receive the CA environment mapping. Starfleet clients receive the selected CA file. Starfleet tests check certificate verification and the deployment environment.
RDS engine version handling
Layer / File(s)
Summary
RDS engine version lookup web/pgadmin/misc/cloud/rds/__init__.py, web/pgadmin/misc/cloud/rds/tests/test_rds_session_state.py, web/pgadmin/misc/cloud/static/js/aws.js
The RDS lookup returns empty data when the engine version is missing or 'undefined'. The AWS client skips requests for falsy engines and URL-encodes provided engine values. Tests cover the no-version lookup.
Select-field load error recovery
Layer / File(s)
Summary
Clear select-field load errors after recovery web/pgadmin/static/js/components/FormComponents.jsx, web/regression/javascript/components/FormComponents.spec.js
InputSelect clears a prior load error after options load successfully. The regression test checks a failed load followed by a successful reload.
Some OAuth logins may fail, and an invalid CA bundle can prevent startup. Both risks are limited to affected configurations and have configuration workarounds.

OAUTH2_SSL_CERT_VERIFICATION and client_kwargs so verify=True uses
create_ssl_context() without Requests adding its default certifi bundle. When
get_ca_file() or the Requests CA environment variables provide a bundle path,
retain the normal Requests verification path without preloading that context, so
the configured bundle remains an override.

…nd HTTPS against CA_FILE. (pgadmin-org#10699)
The AWS instance type lookup no longer falls back to a hardcoded
PostgreSQL 11.16, which AWS now rejects, and InputSelect clears a stale
load error once a reload succeeds.
pgAdmin's own outbound HTTPS requests (upgrade check, AI assistant
providers, Starfleet, the public IP lookup and OAuth2) now verify
against config.CA_FILE if it exists, otherwise certifi, via the new
pgadmin.utils.tls module. Cloud deployment jobs get the same bundle
through SSL_CERT_FILE, and the macOS build fails if the cacert.pem
download fails.
