fix: refresh AI tool availability after provider preference changes - #10748
The browser only checked AI availability during startup. After the default provider changed, the server returned the updated status but the report menus and newly opened Query Tools still used the startup value.
Refresh the report menus when the default provider changes and ignore older status responses. Each new Query Tool reads the saved provider state from the server when its panel opens, including while the browser is still refreshing menu availability.
On a disposable pgAdmin profile, saving None → Ollama → None and immediately opening a panel returned false → true → false without a separate status request.
Both route regression cases passed with a Flask test client. All 18 focused frontend tests passed across three suites. The production bundle passed with three webpack warnings.
On the earlier revision 9a69a39, all 1,182 frontend tests passed across 181 suites. In a desktop-mode browser with PostgreSQL 18.3, saving and clearing Ollama changed both report menus and the AI Assistant in newly opened editors without a reload. No model request was made.
Report menus on the same server after selecting Ollama and then clearing the provider:
Summary by CodeRabbit
Bug Fixes
AI availability now updates when the default provider preference changes.
Failed status checks leave AI features unavailable, and outdated responses no longer override newer status results.
Existing AI menus refresh their enabled state without being registered more than once.
The Query Tool’s AI Assistant panel now reflects server-side AI availability rather than a client-side setting, preventing mismatches with the server’s status.
AI tools recheck LLM status when the default provider changes. Status checks ignore superseded responses and update shared enablement and report menus. The Query Tool uses server-side AI availability passed in its rendered parameters.

AITools checks status when the default provider changes. It handles failed and superseded requests, updates shared enablement, and registers or refreshes menus. Tests cover preference changes, repeated initialization, and response ordering.

The panel route passes server-side AI availability in its template parameters. The Query Tool checks that value to include the AI Assistant panel. A test checks that the rendered value matches the server-side setting.

Use a macrotask to flush the stale request continuation.
The two Promise.resolve() calls match the current promise chain but do not protect this test if checkLLMStatus gains another await. The assertion can then run before the stale continuation and pass even if the out-of-order guard is removed. This suite uses real timers, so awaiting setTimeout(0) lets the pending microtasks complete before the assertion.

Replace the two Promise.resolve waits after resolveFirst(status(true)) with a

checkLLMStatus, complete before asserting that tools.checkLLMEnabled() remains

Update the shared Query Tool flag and existing report menus from the latest status response when the default provider changes. Cover provider removal, repeated saves, and out-of-order responses.
Assert that provider changes refresh the report menus.
The test checks the flags but not MainMenuFactory.enableDisableMenus(). If the refresh is removed, the test can pass while report menus retain their previous state. Assert the refresh call after enabling and after disabling the provider.

Update the provider-change test around the `pgAdmin.llm_enabled` assertions to
verify that `MainMenuFactory.enableDisableMenus()` is called after both enabling
