Flask-Security-Too 5.9 removes flask_security.utils.get_post_login_redirect, which web/pgadmin/utils/init.py imports, and it needs Python 3.11 or later, whereas this pin also covers 3.10; taking 5.9 needs a code change and a python_version split. This is the same change as #10752.
