Build native-control launcher/panel with Enter/Space, meaningful focus, visible focus, Tab, Escape, restoration, route safety, 320px and 200/400% zoom. Do not aria-hide the page or create a false modal trap; only the tool list scrolls.

Acceptance: Keyboard/screen-reader integration and relevant axe checks pass without WCAG overclaim.
