FEATURE: Ticket

Currently, a suer has no way of getting in contact with the server admins besides a @staff ping in public.

We should provide a >ticket command which opens a private thread with moderators, and provides a safe, private place for users to raise concerns.

~ This feature was implimented before ~
We can likely rip this cog from the Zorak V1 repo, since this was a feature before.

There is already a PR open for it 😅 (See #116). You can work on other issues though.
