Release 0.26.0 → 0.27.0 using the normal lockstep version bump.

Includes #339 so the published Composer CLI peers the already-published engine 0.6.3. Required for prisma/prisma-cli#332.

Verified the public builds, packed dependency checks, exact engine pins/externality, and frozen installation. The diff contains only version/workspace-pin changes, the generated lockfile, and the Composer skill's version stamp.

Merging this PR publishes 0.27.0 under latest through the existing trusted-publishing workflow and creates the GitHub release. Policy: https://github.com/prisma/composer/blob/main/docs/oss/versioning.md.
