chore: update all Rust dependencies - #187

Bump Cargo.toml specs and Cargo.lock to latest versions, including parquet 60 and sha2 0.11 (hex formatting adapted for digest 0.11). Also refresh the Docker rust/cargo-chef image to 1.99.0 and mold to 3.0.0.
