Two commits:

1. fix(tui): the TUI's "Usage reporting is paused" sign-in toast now shows for 10 seconds instead of 15 (packages/tui/src/app.tsx, duration: 15000 → 10000). It still appears on every launch until the user signs back in. The desktop app's toast is unchanged (it stays until dismissed or signed in). The DIVERGENCES.md row for this toast doesn't record a duration, so it needs no update.
2. chore: bump version to 1.18.23-8: a fork-only revision bump via bun bump, following README → Bumping the version. Every workspace manifest moves in lockstep, bun.lock is regenerated by the script, and the diff is only version fields. No DIVERGENCES.md entry is needed: the version field is already documented as deferring to upstream on sync.

This release carries everything merged since 1.18.23-7:

• fix(upload): keep the stats push off network volumes #377: the launch-time stats push no longer touches project directories on network volumes (SMB/AFP/NFS/WebDAV/automounts), which triggered macOS's "access files on a network volume" prompt at every launch.
• fix(upload): read the session store when no codev process has it open #378: the CLI's session reader works when no CoDev process has the WAL-mode store open. Before, codev upload / codev upload --logs could report "No sessions found".
• The toast change above.

After merge, publish with bun release and stage the desktop build with bun run stage-release.

• bun typecheck in packages/tui
• Version diff checked: only version fields in 28 manifests plus bun.lock
