other version files must match.
- `tag` format per component (Kestrel: `v{version}`, one tag and release
per version).
- `release-plan --dev`: `[Unreleased]` is enough on a `dev` branch
holding the expected next version; without it the version needs its own
section (main and PRs into main).
Backwards compatible (defaults unchanged), so a minor release: 0.2.0.
