Tags without a leading v; expected next version 0.3.0 - #6

Component tags default to <name>-<version>, and the devkit's own releases are tagged X.Y.Z. A version that has the older v tag counts as released, so projects don't re-release anything. 0.3.0: the default tag changes for projects, a minor change while 0.x. dev now holds the expected next version, as in the owner's other repos.
