Bump dev dependency constraints to latest stable:

  • phpstan/phpstan ^2.2 -> ^2.3
  • rector/swiss-knife ^2.6 -> ^2.7
  • symplify/phpstan-rules ^14.12 -> ^14.13
  • tomasvotruba/class-leak ^2.1.8 -> ^2.3
  • doctrine/doctrine-bundle ^3.0 -> ^3.3

Fixes for newer symplify/phpstan-rules:

  • add leading backslash to @see test annotation in PlatformGetNameToInstanceofRector
  • ignore symplify.commandHasAsCommandAttribute identifier in phpstan.neon
