hide allocator related functions on unusable #725

Description

@alejandro-vaz

when functions that require an allocator are not usable, hide them from the public API altogether

this means:

  • when no allocator feature is enabled
  • when internals is disabled

we should just make the functions private, not compile them away

credits to @bolshoytoster and @pedrodesu for uncovering this

    by the way, we would really benefit from a macro like that in add-syntax in crates.io

    so we can tweak visibility much easily with a cfg attribute instead of having to duplicate things
