chore: remove CODEOWNERS (invalid owner, never requested reviews) - #140
Its only line is * simplify9/reviewers, which is missing the @. GitHub's CODEOWNERS check reports "Invalid owner" on line 1, so no review has ever been requested through it.
The reviewers team it names was deleted on 2026-11-04 during the org teams cleanup.
Review is still required. The org ruleset "Default branch: PR + team approval" requires an approval from @simplify9/code-reviewers on every PR into main, and this PR does not change that.
Nothing changes except the "Invalid owner" error goes away.
Before merging, note: a push to main runs this repo's publish/deploy workflow, which has no path filter. Merging this PR as-is would publish a new patch version (or redeploy, for SW-Surl-api) with no code change. Squash-merge with [ci skip] in the commit subject to avoid that.
No actionable comments were generated in the recent review.
Summary
Summary
Deleted .github/CODEOWNERS. Its sole entry assigned simplify9/reviewers.
No source code or tests changed.
Risk
risk:low. Removing CODEOWNERS removes repository-level code owner assignment. The PR reports that an organization ruleset still requires approval from @simplify9/code-reviewers; that ruleset was not verified here.
Security-sensitive areas
Review ownership and approval configuration changed.
No application security code changed.
Test coverage impact
No test changes or test results were supplied. The change does not modify application behavior.
Operational concerns
.github/workflows/nuget-publish.yml runs on every push to main and has no path filter. The PR reports that merging may publish a patch version or trigger deployment without code changes.
Follow the PR’s stated recommendation to squash-merge with [ci skip] in the commit subject if that prevents the publish workflow from running. Confirm the workflow’s skip behavior before merging.
The pull request removes the .github/CODEOWNERS entry that assigned simplify9/reviewers as code owners.

Summary
Remove code owner assignment .github/CODEOWNERS
Removes the entry assigning simplify9/reviewers as code owners.
Removing the invalid ownership entry is mergeable. A normal main-branch merge can still trigger the existing package-release workflow; use the documented commit-message skip mechanism if publication should be avoided.
