Adopt starter-series/.github reusable CI and security policy for python-mcp-server-starter. Keep the existing deliverable commands in .github/actions/validate/action.yml and preserve the stable fail-closed ci check for branch protection and release callers.
Remove per-repo weekly maintenance schedules and issue generators. The central Fleet maintenance workflow executes fresh dependency/source audits and reports current-main CI in one issue. Preserve npm high/dev-inclusive and Python strict audit gates, supported runtime matrices, packaging checks and CodeQL. Central policy and SHA-pinned common Actions are maintained in one repository.
Validation: all 11 wrappers and central call paths passed actionlint plus the fleet boundary validator. Actual Actions results on this PR distinguish policy migration failures from existing dependency advisories. No dependency suppressions or threshold changes. Central policy: starter-series/.github#7
