Bumps stellar-sdk and stellar-sdk-next from 17.0.1 to 17.4.0, the Protocol 30 release, in all 4 packages (extension, @shared/api, @shared/helpers, @shared/constants).

Why

Protocol 30 support. Closes stellar/wallet-eng-monorepo#99.
