Updates Solid to 1.9.17, its router to 0.16.3, and storage primitives to 4.4.0. Explicit route props and persisted-store tuple types preserve the existing behavior under the new declarations.
Kobalte remains on 0.13.11: the proposed 0.13.14 update failed existing dialog accessibility and cleanup regressions. Monorepo typecheck, 386 shared UI tests, browser workspace tests, and PR CI passed for the final change.
