Scan Go and Python dependencies for HIGH/CRITICAL CVEs.
Ignore docker/protobuf CVEs that cannot be fixed here and raise go-archive and grpc.
Keep the module graph consistent with go-archive v0.3.0.

Добавлен GitHub Actions workflow, который сканирует зависимости tt (Go-модули и test/requirements.txt) через Trivy. Джоба падает на HIGH/CRITICAL. CVE-база обновляется независимо от кода, поэтому есть ещё weekly schedule.
Подняты зависимости, которые чинятся в этом репо. Vendored cartridge-cli из скана исключен - его CVE будут закрыты в его репозитории. Для docker/docker 28.x (ложное срабатывание / нет фикса) и Python protobuf (пин под etcd3) добавлен .trivyignore.
