What

Bootstraps tbhb-dev/agent-hypervisor for RFC-36 run 6. Product code starts in run 7.

  • Workspace. The root Cargo.toml sets edition 2024, resolver = "3", [workspace.package], and [workspace.lints], and the PR commits Cargo.lock. The crates are hypervisor-core (pure library), hypervisord (daemon shell that prints hypervisord 0.1.0 and exits), xtask-core (pure decisions behind the repository checks), and xtask (their shell). AGENTS.md records the naming rule. A name ending in -core means pure.
  • Functional core boundary. Each -core crate sets #![forbid(unsafe_code)] and has a crate-level clippy.toml with disallowed-methods, disallowed-types, and disallowed-macros. They cover files, network, processes, environment, clocks (SystemTime::now, Instant::now), threads, standard I/O, and the print macros. mise run check:boundary runs xtask boundary, which reads cargo metadata --format-version 1 --no-deps. It fails when a -core crate has a normal dependency that is neither -core nor on [workspace.metadata.boundary] allow, or has no clippy.toml. The decision is xtask_core::boundary::violations, a pure function with unit tests and proptest properties.
  • Toolchains. mise.toml pins the PoC's versions at 88584e3 and keeps its comment about moving pins on purpose. It commits no rust-toolchain.toml.
  • Tasks. check runs check:fmt, check:clippy, check:test, check:boundary, check:secrets, check:actions, check:guard-markdown, check:rumdl, check:vale, check:tombi, and check:ryl. The other tasks are fmt (cargo fmt, tombi format), vale:sync (ai-tells and ai-tells-commits v1.37.0 into the gitignored .vale/styles), and build.
  • CI. .github/workflows/check.yml has one job, check, that runs mise run check on ubuntu-latest for pull requests and pushes to main. Permissions are contents: read, with a concurrency group and mise 2026.8.6. It copies the PoC's MISE_RUSTUP_HOME and MISE_CARGO_HOME settings. Actions are pinned by SHA: actions/checkout v7.0.1 and jdx/mise-action v4.3.0 as in the PoC, plus Swatinem/rust-cache v2.9.2 (6323deb102c322ba6fcbdcafc7e3dddab59af2b6) for target/.
  • Hooks. prek.toml installs pre-commit and commit-msg hooks. Pre-commit runs the builtin whitespace, end-of-file, and large-file hooks, staged gitleaks, cargo fmt --check, clippy and the boundary check on Rust or manifest changes, tombi, ryl, rumdl, guard-markdown, and Vale. Commit-msg runs xtask commit-msg and Vale on the message. The trailer logic is the pure xtask_core::commit_msg::check. It rejects attribution trailers and requires a Refs: #<n> or Refs: RFC-<n>/<run> trailer (round letter allowed), except on the subject wip.
  • Worker instructions. AGENTS.md adapts the PoC sections to this repository. CLAUDE.md is @AGENTS.md plus a pointer to .claude/rules/. .claude/rules/rust.md holds version-tagged rules from the 1.97 and 1.98 release notes and the 2024 edition guide.
  • Specs and conformance. specs/ has one stub per row of the source's spec table (nine files). Each stub has its phases and an Inputs list linking vault findings at tbhb-dev/agent-orchestration-poc.internal@69dc14c. crates/hypervisord/tests/conformance.rs is the empty server conformance target. cargo test builds it and reports 0 passed. Its module comment lists the cases run 12 adds.
  • Hygiene. .gitignore covers target/, .worktrees/, .vale/styles/, and editor files. The README keeps its text and gains a paragraph linking AGENTS.md and specs/. rumdl fmt added the blank line under its heading.

Choices made against the brief

  • The brief specifies two starting crates. The boundary and trailer decisions also need a pure home, so the tooling got its own xtask-core and xtask pair. check:boundary then checks itself, and repository tooling stays out of the product crates.
  • The commit-msg trailer check is Rust (xtask commit-msg) instead of a port of scripts/check-pr-body.sh. The repository has no shell scripts, so it pins no shellcheck or shfmt.
  • check:boundary also fails a -core crate without a clippy.toml, because a new core crate would otherwise escape the I/O ban without any error.
  • Both tombi hooks exclude Cargo.lock. Cargo generates it, and the first commit attempt failed tombi format --check on it.

Conventions REQ-101 can still change

This PR takes the recommended defaults from REQ-101 (RFC-36 questions 20, 21, and 23). The operator can still change any of them, and each is a small follow-up. The defaults are Refs: RFC-36/<run> trailers next to Refs: #<n>, the building worker writing its own spec fragment, and Linux-only CI with mise and cargo caching.

Why

RFC-36 run 6 (ADR-183 for Rust and the private repository, ADR-184 and ADR-185 for the repository and rulesets, ADR-195 for access, and ADR-196 for Pingora). Runs 7 and later need the workspace, the gates, and the spec stubs. After this merges, the operator can add check as the required status check, which is RFC-36 question 19.

Evidence

The host is a shared macOS arm64 machine with 10 cores and 32 GiB. Local cargo runs used CARGO_BUILD_JOBS=2.

  • verified: mise run check passes locally. Cold cargo cache (after cargo clean): 44.5 s wall, exit 0, load averages 54.67 at start and 138.51 at end. Warm: 2.4 s wall, exit 0, load average 138.51.
  • verified: tests: hypervisor-core 2 passed, xtask-core 16 passed, and the conformance target ran 0 cases.
  • verified: a crate-level clippy.toml applies to that crate only. With the same std::fs::read_to_string and Instant::now calls planted in both hypervisor-core and hypervisord, clippy exits 101 with errors only in hypervisor-core. With the calls planted only in hypervisord, clippy exits 0.
  • verified: check:boundary catches both planted violations (a serde_json normal dependency in hypervisor-core, and xtask-core/clippy.toml removed), exits 1, and passes again once both are reverted.
  • verified: the commit-msg hooks reject an attribution trailer and a missing Refs: trailer, and the real commit then passed the full hook suite.
  • verified: gitleaks detect --no-git --source . over the worktree before the first push reported no leaks found (67.68 MB scanned).
  • documented: the rules in .claude/rules/rust.md come from releases.md (1.97.0, 1.97.1, 1.98.0, 1.98.1) and edition-guide/rust-2024/*.html installed with the 1.98.1 toolchain under share/doc/rust/html/. That reading is the research gate for the first Rust code here.
  • inference: the assert_eq! rule in rust.md reads "Add temporary scope to assert_eq and assert_ne" (Add temporary scope to assert_eq and assert_ne rust-lang/rust#155739) from the release note title. I did not open the PR itself.
  • untested: CI behavior before this PR's first run. The check run on this PR is the evidence.

Worker harness is Claude Code with model claude-opus-5-5 at high effort.

Refs: RFC-36/6

Later RFC-36 runs build on this skeleton. The workspace has two product
crates, hypervisor-core (pure) and hypervisord (the daemon shell, which
prints its version), and two tooling crates, xtask-core and xtask.

The functional core rule from agent-orchestration-poc is now a check.
Each -core crate sets forbid(unsafe_code) and has a clippy.toml that bans
file, network, process, environment, clock, thread, and standard I/O
calls. The check:boundary task reads cargo metadata and fails when a
-core crate depends outside the allowlist or lacks its clippy.toml.

mise pins the PoC's tool versions, including Rust 1.98.1. The check
task runs fmt, clippy, tests, the boundary check, gitleaks, actionlint,
guard-markdown, rumdl, Vale, tombi, and ryl, and the one CI job, check,
runs it on Linux with the mise and cargo caches. prek installs
pre-commit and commit-msg hooks. The commit-msg hook rejects
attribution trailers and requires Refs: #<n> or Refs: RFC-<n>/<run>.

AGENTS.md, CLAUDE.md, and .claude/rules/rust.md give workers the
conventions. specs/ holds the nine spec stubs with their finding
inputs, and crates/hypervisord/tests/conformance.rs is the empty
server conformance suite.

Harness: Claude Code, model: claude-opus-5-5, effort: high

Verdict: request changes, for one blocking item. The functional core boundary is enforced for the direct cases but not for suppressing or weakening it. Everything else is in good shape, and the remaining comments are non-blocking nits.

What I checked

  • Local run (verified). mise run -j 2 check in a scratch worktree at 0fedccf with CARGO_BUILD_JOBS=2 exited 0 in 31 s on a cold target/ (load average 14.8 to 21.9). Tests: hypervisor-core 2 passed, xtask-core 16 passed, and the conformance target ran 0 cases. gitleaks, actionlint, guard-markdown, rumdl (13 files), Vale (13 files), tombi (12 files), and ryl all passed.
  • CI (verified). The check check run on 0fedccf succeeded (23:46:56Z to 23:48:12Z). The job name is exactly check, it runs on ubuntu-latest only, permissions are contents: read, and it has a concurrency group. All three actions are pinned by full SHA. I dereferenced Swatinem/rust-cache tag v2.9.2, an annotated tag 63fed3e, to commit 6323deb102c322ba6fcbdcafc7e3dddab59af2b6, which matches. checkout and mise-action match the PoC at 88584e3.
  • Hooks (verified). In a scratch git copy with prek install, the commit-msg hook rejected a message with no Refs: and one with a Co-authored-by: trailer, and it accepted Refs: RFC-36/6. xtask commit-msg also rejected Assisted-by:, exempted wip, and matches the PoC's check-pr-body.sh prefix list exactly.
  • Secrets (verified). gitleaks over the history found no leaks, and a grep of the diff found no tokens. The only credential text is the documented gh auth token --user tbhb-agent push form.
  • Boundary plants, in a scratch copy only (verified):
    • std::fs::read_to_string in hypervisor-core: clippy exits 101.
    • A serde_json normal dependency in hypervisor-core: check:boundary exits 1.
    • The same fs call plus #![allow(clippy::disallowed_methods)] in lib.rs: clippy exits 0.
    • An emptied crates/hypervisor-core/clippy.toml plus the fs call: clippy exits 0 and check:boundary passes.
    • #![forbid(unsafe_code)] deleted: check:boundary passes.
    • t.elapsed() on an Instant (it reads the clock): clippy exits 0.

Brief deviations

  • xtask / xtask-core pair: accepted. The boundary and trailer decisions needed a pure home, the pair keeps tooling out of the product crates, and check:boundary applies to its own core.
  • Commit-msg check in Rust: accepted. It is a pure, property-tested function that matches the PoC's semantics, and it removes the need for shellcheck and shfmt pins. The cost is a cargo run on each commit (see the inline nit).
  • Skipped account check: accepted after the fact. The PR author is tbhb-agent, and the commit author and committer are tbhb-agent <agent@tonyburns.net>. Please don't skip it in later runs. It is the brief's cheap guard against a wrong default account.

Blocking

  1. Make suppression and weakening of the I/O ban fail mechanically. AGENTS.md line 30 forbids suppressing the disallowed lints, and line 28 says to copy clippy.toml unchanged, but nothing checks either rule. A one-line #![allow(clippy::disallowed_methods)] or an emptied clippy.toml silently turns the core into a shell. Suggested fix, about 20 lines, both halves verified in the scratch copy:
    • In each core lib.rs, widen the attribute to #![forbid(unsafe_code, clippy::disallowed_methods, clippy::disallowed_types, clippy::disallowed_macros)]. With it, an inner #[allow(clippy::disallowed_methods)] fails with E0453, and the clean workspace still passes clippy with -D warnings.
    • Extend check:boundary so the shell reads each core crate's clippy.toml and src/lib.rs and hands their contents to the pure decision. It then fails when the clippy.toml differs from the canonical copy, or when the forbid line is missing. Add unit cases and a property for each.

Nits are inline. None of them block.

Review round 1 found three ways to switch the boundary off with every
check still passing: an allow attribute for clippy::disallowed_methods,
an emptied core clippy.toml, and a deleted forbid(unsafe_code).

Each core crate root now has forbid(unsafe_code) plus the three disallowed
lints, so an allow for any of them fails to compile with E0453.
check:boundary reads each core crate's clippy.toml and library root.
It fails when the config lacks a path from REQUIRED_BANS or the root's
forbid attribute lacks a required lint. Commented-out entries do not
count. Unit cases and properties cover each bypass.

The bans also cover Instant::elapsed, SystemTime::elapsed, and the
Path methods is_file, is_dir, try_exists, symlink_metadata, and
read_link. The CI job gets a 15 minute timeout, and rust-cache saves
only on main. The Rust rules file tags each rule with the version it
was checked against where the rule is a repository practice.

Harness: Claude Code, model: claude-opus-5-5, effort: high

Verdict: approve. The blocking item is fixed at c059e0b. One non-blocking nit is inline.

What I checked

  • The three bypasses, retried in a scratch copy (verified):
    • #![allow(clippy::disallowed_methods)] plus an fs call: clippy exits 101 with E0453 allow(clippy::disallowed_methods) incompatible with previous forbid.
    • An emptied crates/hypervisor-core/clippy.toml plus an fs call: check:boundary exits 1 and lists all 79 missing bans.
    • The forbid attribute deleted: check:boundary exits 1 and names all four missing lints.
    • A planted Instant::elapsed now fails clippy. The clean tree passes both clippy and the boundary check.
  • Local run (verified). mise run -j 2 check exited 0 in 30 s with CARGO_BUILD_JOBS=2. xtask-core now runs 25 tests and hypervisor-core 2.
  • CI (verified). check succeeded on c059e0b77ce6b880103f1fcc6240fa2e2f80ec12. timeout-minutes: 15 and the save-if restricted to main are in place.
  • Threads. I resolved all eight. I accept the decline on the prebuilt-xtask hook nit; it was optional.

The required-bans list is a reasonable alternative to the identical-copy check I suggested. It tolerates differences in comments and reasons while still catching a removed ban.
