Writes BOOTP boot-file lookups, each read request, and how every transfer ended (bytes, blocks, retransmits, duplicate ACKs, slowest ACK, total ms) to stderr in any build, plus slow ACKs and give-ups as they happen, and read requests that are relayed to the host instead. Off unless the variable is set. tftp.rs tests pass standalone (14); the full crate is not built here (no crates.io access), so services.rs and nat_udp.rs are syntax-checked only.
