Version bump to 1.3.0 and a new CHANGELOG.md (1.3.0 plus 1.2.0 and 1.1.1 backfilled from their release notes).
1.3.0 ships --app-url, .tar.gz apps and EAS Build metadata (#40) plus a dependency bump. Publishing the GitHub release triggers the npm publish workflow.
