Dependabot only updates the root module. The external-resolver fixture pins go-billy v5.9.1 in its own go.mod, so TestExternalModuleCanImplementTheResolverContract failed on 'go mod tidy needed', and THIRD_PARTY_NOTICES.md still listed the old versions.
