The build previously passed cc's detected CC, CFLAGS, LDFLAGS, and CPPFLAGS down to the jemalloc build, but did not do the same for AR and RANLIB. When cross compiling from macOS to Linux, the build would end up using the native ranlib, which would then produce an empty object file and hit linker errors.

Newer versions of cc have accessors for the appropriate AR and RANLIB so we can pass them through.
