- GitLab can hold a merge request until a given time (merge_after), but the client could neither set nor read it
- expose MergeAfter on MergeRequest, MergeRequestCreate and MergeRequestUpdate
- support it in NGitLab.Mock for create, update and the returned model
- skip the mergeability wait in the Docker test helper when merge_after is more than a minute away, as the MR will not become mergeable in that window
