dtolnay/rust-toolchain cannot be used to set this to pacman provided Rust toolchain (e.g. #14474).

GNU testsuite comparison:

Skipping an intermittent issue tests/cut/bounded-memory (passes in this run but fails in the 'main' branch)
Skipping an intermittent issue tests/rm/isatty (passes in this run but fails in the 'main' branch)
Congrats! The gnu test tests/seq/seq-epipe is now passing!

i would prefer not to have color in the CI log

It is dtolnay/rust-toolchain's default. Do you hope to disable it at all CI?
