fix(build): download Ubuntu .debs from the archive, fall back to Launchpad - #50

…hpad launchpad.net is down (503), which broke Linux glibc builds on main. Use the archive pool URL first and Launchpad as fallback, so neither a Launchpad outage nor the pool dropping a superseded build breaks the build. Also let curl retry transient failures.

mainCI is red again: launchpad.net is returning 503 for every page right now, and #47 pinned libxml2 to a Launchpad URL.archive.ubuntu.com/ports.ubuntu.com), which servesubuntu0.14today.build.rsretries the same file name from Launchpad. That covers the pool dropping a superseded build (the original fix(ci): repin libxml2 to ubuntu0.14 from Launchpad #47 failure). The sha256 check is unchanged, so both sources must give the same bytes. I checked that they do for both architectures.curl --retry 3for transient errors. This applies to every download inbuild.rs.Once the pool drops
ubuntu0.14, builds will need Launchpad to be up, and a bump to the newest build avoids that.
