검증: Python 58개, Node uploader 36개 테스트, manifest 동기화·패키지·입출력 계약 검사 통과. 독립 합성 비교에서 기존 지침의 all 선택이 후보에서 프로젝트별 specified 조회로 바뀌었습니다. GET 405·검증 미통과 처리는 기존 지침도 올바르게 수행하여 개선 실적으로 계산하지 않았습니다. 실제 host 설치와 운영 API 실행은 검증하지 않았습니다.
