Update the Makefile and README to run php artisan passport:install as the www-data user.
Passport creates its private key with permissions that restrict it to the creating user. When that command runs as root, the application process running as www-data cannot read the resulting key. Running Passport installation as www-data prevents these permission errors.

Apache reads OAuth keys as www-data. Creating them as that user prevents unreadable root-owned keys.
