Bump @wordpress/scripts to 36.1, @wordpress/eslint-plugin to 27.1, stylelint to 17.16 and stylelint-scss to 7.3, and regenerate the lockfile so transitive immutable, brace-expansion and follow-redirects pick up their patched versions. The old lockfile had a stale eslint@8 hoisted at the root and no longer passed `npm ci`. Replace .eslintrc.json/.eslintignore with a flat eslint.config.js, since ESLint 10 (bundled by @wordpress/scripts 36) no longer reads eslintrc files. Rebuild build/ with the new toolchain. Rolls the open Dependabot PRs into a single change, so they don't keep conflicting with each other over
package-lock.json.Supersedes #26, #44, #52, #60, #63, #64, #65. (#9, node-forge, is obsolete: node-forge is no longer in the dependency tree.)
