Update AgentDocs to preview.17 and validate the packed guidance in CI - #71

- Pin Trellis.AgentDocs.Packaging and the documented tool install at 0.1.0-preview.17. - build/test-guidance-packages.ps1 installs the published agentdocs tool at the helper's version and runs `validate --strict` over each packed package, so a contract error or a discoverability warning fails the build.
