Upgrade AgentDocs tooling to preview.20

Summary

• Upgrade the private Trellis.AgentDocs.Packaging helper from 0.1.0-preview.19 to 0.1.0-preview.20.
• Update the root README and all three packed package README tool-install commands to Trellis.AgentDocs 0.1.0-preview.20.
• Strengthen real-package conformance to require exactly one install command pinned to the helper-derived tool version, rather than accepting any version. Normalize edited READMEs to the repository's UTF-8 BOM convention.

Keep each SLI package's existing on-demand guide, schema-v1 manifest, explicit consumer approval and no-write restore/build behavior. No metric names, dimensions, units, public APIs or runtime package pins change; the packages remain independent of Trellis.Core.

Validation

• Red/green: the packed preview.19 README was rejected for the preview.20 helper before updating the docs.
• Windows and isolated Linux Release builds: zero warnings or errors; all 102 Microsoft.Testing.Platform tests passed on each platform.
• All three actual nupkgs passed the published preview.20 strict validator, exact manifest/hash checks, README-pin checks and dependency/consumer-target isolation checks.
• An isolated consumer referencing all three packages restored and built without changing consumer-owned instructions or creating AGENTS.md or .agentdocs/.
• UTF-8 BOM and diff checks passed; independent code review found no significant issues.

An initial Linux run failed the existing request-cancellation metrics assertion. With Docker available again, the isolated unchanged preview.19 cancellation test and the complete preview.20 suite both passed; no runtime/test code was changed to hide that result.
