msspeculator batched supplied peptides by charge alone, so build-library --peptides failed on any input mixing lengths at one charge. Pin the msspeculator rev that batches by charge and length (TalusBio/msspeculator#20).

This pins the msspeculator rev with the fix (TalusBio/msspeculator#20) and bumps the version to 0.35.1 for release.
