Extracts the Warden trust-review director as the @corbits/agent-warden workspace package, following the agents/explorer precedent (#1339).

  • Byte-identical system prompt (verified by block diff against HEAD version)
  • Order-identical tool allowlist inlined as WARDEN_TOOLS (drifts against REVIEW_TOOLS in the co-located test)
  • registry.ts imports the workspace dep; in-tree package.ts deleted with no shim
  • tsconfig paths + package.json workspace dep + bun.lock

Fixes CL-9803

Extract @corbits/agent-warden following the agents/explorer precedent
(PR #1339): byte-identical prompt, order-identical tools, registry imports
the workspace dep, in-tree package.ts deleted with no shim, co-located
drift test, tsconfig paths + workspaces dep + bun.lock.
