Extract @corbits/agent-dispatch following the explorer/coder/reviewer/planner precedent (PRs #1339/#1340/#1341/#1343): byte-identical prompt, order-identical tools, registry + prompts import the workspace dep, in-tree package.ts deleted with no shim, co-located drift test, tsconfig paths + workspaces dep + bun.lock. Fixes CL-9802

Extract @corbits/agent-dispatch following the explorer/coder/reviewer/planner precedent (#1339/#1340/#1341/#1343): byte-identical prompt, order-identical tools, registry + prompts import the workspace dep, in-tree package.ts retained as unimported dead code until removal (matching precedents), co-located drift test (including a workspace-card == in-tree-card assertion), tsconfig paths + workspaces dep + bun.lock.
Prompt kept identical; open prompt PRs #1332/#1334/#1335 deliberately untouched by this diff.
Fixes CL-9802
Coordination note (post-merge retarget)
#1332, #1334 and #1335 edit the in-tree card at src/agent/directors/dispatch/package.ts, which this PR leaves unimported (dead code — registry + prompts resolve @corbits/agent-dispatch). After this merges, those PRs must retarget their prompt edits to agents/dispatch/src/index.ts. Note: #1332 also adds src/agent/directors/dispatch/package.test.ts, so expect an add/add conflict with this PR's drift test on rebase — keep this PR's drift test (including the card-parity assertion) and re-apply #1332's prompt changes against the workspace card.
