Extract @corbits/agent-shakespeare following the agents/warden precedent: byte-identical prompt, order-identical docs tools, registry imports the workspace dep, in-tree package.ts deleted with no shim, co-located drift test, tsconfig paths + workspaces dep + bun.lock. Fixes CL-9807

oxfmt requires a trailing newline; the de-slop edit stripped it from five source files, failing the static-analysis oxfmt step.

Extract src/agent/directors/shakespeare/package.ts into the @corbits/agent-shakespeare workspace package with a byte-identical system prompt and a self-contained docs tool allowlist. The registry imports the workspace copy; drift against the app docs surface fails src/agent/directors/shakespeare/package.test.ts.
Precedent: #1339/#1340/#1341/#1343.
Fixes CL-9807.
