Description

.github/ISSUE_TEMPLATE/bug_fix.md and improvement.md were not recognised by GitHub: their YAML front matter came after the license comment, so the issue chooser offered no form.

As proposed in #224 and in the review, the two templates are now removed instead of repaired. Because this repository had its own .github/ISSUE_TEMPLATE folder, it did not get the default issue forms of the organisation from eclipse-score/.github (Feature Request, Component Request, Product Increment, Epic, Task, Bug). Neither did any repository created from the template. The local templates duplicated Bug and Task in a weaker form. Once the folder is removed, this repository and every new module use the organisation's forms and cannot drift from them.

CONTRIBUTION.md pointed to the removed templates. It now refers to the organisation's Bug / Task forms.

The first commit of this PR (moving the front matter) is superseded by the second one; please squash on merge.
