fix: persist empty task descriptions after Clean and creation (#2936) - #2939
Clean and empty-title room creation currently persist placeholder prose that later appears above appended human summaries. This phase leaves the body empty while preserving Clean title, BOM/EOL, topic/status, backups and recovery; a new default TASK.md contains only the 23-byte LF frontmatter. Existing human and legacy descriptions remain intact outside explicit Clean.
P02 of #2930, following merged P01 (#2938). Scope: three Rust files. Adds assertions for repeated BOM/CRLF Clean NoOp, first append after Clean, legacy preservation and empty snapshot description.
Validation on 07229e4: Grinch code PASS; six Cargo commands, 98 tests passed; frontend regression 143 passed; fmt and layering/arcs/cycles checks passed. PRE/POST complete arc records byte-identical to each other and baseline. No final package requested. Base 49f6230 remains origin/main; ancestry verified, no incoming delta.
