Adds merge-base ratchets for Rust file layout, Tauri boundaries, global state, and process/environment ownership. Existing debt may stay or improve; regressions and prohibited new-file cases fail with diagnostics.

Validation: exact-HEAD Rust and architecture reviews both CODE_APPROVED; native self suite 47/47 and four real P02 gates passed. Existing arcs/cycles/version and text-gate evidence reused with unchanged input fingerprints. Self remains a separate mandatory CI step. No Rust, dependency, lockfile, or version changes.

Full v5 plan-v6 / P02-v3, source a13283d, phase base 04ea622. Real Sonar duplication and all effective/required CI checks must pass on this head before merge; no waiver.

Explicit user exception: «mergea igual y sigan trabajando el tema por fuera». CI was NOT green: preserved run 39804758961 completed/cancelled, test-debt SUCCESS, Sonar FAILURE (duplication 34.965986394557824%, 257/735). Admin merge used this exception; protections, thresholds and results were not changed. Both exact-HEAD implementation reviews were CODE_APPROVED.

Composition/AC-3168-002 remains open under independent follow-up #3174, linked to #3166/#3168/#3173. No composition rework entered this PR.

Verified: #3168 CLOSED, epic #3166 OPEN, #3174 OPEN. Local main equals origin/main at merge commit; reviewed HEAD is its ancestor; working tree/index clean; feature branch absent locally/remotely, with no tracking ref/config. P03/#3169 remains pending. No app build, version bump or release.
