Applies the 2026-09-30 audit of the wildcard line against the cluster routing line (main side; the line-side edits to cluster-origin.md and front-upgrade.md follow in a PR into quest/m0/wildcard/README).

  • cluster-routing/selection.md: every refusal is terminal (the wildcard line dropped NO_CAPACITY in quest(wildcard): drop NO_CAPACITY; every refusal is terminal #4218), and identity rides the reply's Origin, not the first hop.
  • cluster-routing/README.md: the simulator's "today's hash of the announced prefix" finding is marked as pre-Wildcard (feat(net): spread a prefix's pool across paths, stitch on the reply's origin #4279 keys the tie on the requested path).
  • New quest/m1/ietf-cluster-off.md [S]: moq-transport sessions stop negotiating the cluster extension and are always plain clients, so no moq-transport downstream can splice a pool's members on a Hop ID label.
  • New quest/m2/ietf-cluster-peers.md [L]: extending draft-lcurley-moq-cluster so moq-transport relays can peer again. Replaces the line's cluster-origin.md.

Public API: none. Wire: none (quests only).

Decisions

Stale text in Selection and the cluster README:

  • ✅ Fix all three
  • Keep capacity reselect

cluster-origin.md vs lite-only cluster links:

  • Refuse moq-transport cluster peers now
  • Truthful label interim
  • Delete, accept gap
  • ✅ (user) Extend moq-cluster eventually; start by not negotiating the extension and supporting plain moq-transport clients

Interim plus later:

  • ✅ Yes: an m1 quest now, an m2 quest later
  • Only the m2 quest

front-upgrade vs Selection: deferred to a separate /quest-plan on cache tiers vs warm/cold routing.

Cache tiers (follow-up interview)

Also in this PR: cluster-routing/README.md decisions, new children roles.md [M] and route-cost.md [M], and topology.md gated on an investigation.

Goal: a broadcast crosses into a region once, through configured cache tiers rather than per-route cache-state costs

  • ✅ (user) Yes, only where a region has more than one edge; otherwise the edge is the core. A region may have several cores, which don't link to each other. Edges dial every core in their region over TLS. Cores dial the cores of adjacent regions. Edges pick a core per path by rendezvous hashing. This removes the need for Warm/Cold.

Role:

  • ✅ (user) Explicit, supplied with the peer list (config or the connect API). Cores dial only cores with lower names; edges dial the cores in their region.
  • Implicit from links

Topology among cores only:

  • ✅ (user) Investigate whether it's needed at all
  • Everyone floods

Warm/Cold Route Cost:

  • ✅ One cost in the next wip version
  • Keep the fields, stop using them

front-upgrade:

  • Delete, with pop-skip as an m3 note
  • ✅ Delete, no m3 notes
  • Keep it for cores

Name for the intermediate tier:

  • ✅ core
  • shield
  • hub
  • spine

Topology agent:

  • ✅ Stop, investigate instead
  • Let it finish

Docs:

  • ✅ The cluster-routing line README's remaining work
  • A separate docs quest

(user) Pop-skipping between cores is always on and configured, e.g. Seattle always pulls from San Jose directly. The old plan used Warm to switch Seattle onto Oregon.

Topology investigation (#4631)

The investigation found cores don't need link-state: path vector with hop lists stays loop-free on the tiered layout, liveness flooding (link-state's dominant cost) is never paid, and failure detection sets the outage window either way.

Delete Topology and close #4631:

  • ✅ Delete and close
  • Keep parked

Line base:

  • ✅ Move the line to main; hop removal and one route cost become dev-only top-level m1 quests
  • Stay on dev

Re-scope the other children:

  • ✅ Both: Selection spreads by route at the edge (HRW over the region's cores), and Propagation becomes [S] Tiered path hunting (a measure-first quest: per-origin seqnos only if stale paths remain)
  • Selection only
  • Plan them later

roles.md additions:

  • ✅ (user) Edge links use TLS, not WebSocket (qmux exists; add its TLS scheme). A core refuses non-peer sessions, and the role is the node's own cluster.role. Anything moq.pro-specific (generating peer lists and roles, the simulator run) is planned in moq.pro; this repo stays generic.

Path hunting promoted to m0 (moq-dev/moq.pro#2116)

Start:

  • ✅ Promote path hunting to m0, start now
  • Start the whole line
  • Path hunting only, in the line

Fix:

  • ✅ (user) lite-06 fix now without any wire changes: a hold-down before announcing a route update, while new and removed routes stay instant
  • Per-origin seqno in wip
  • Investigate, then ask

Every refusal is terminal and identity rides the reply Origin in Selection,
moq-transport peers stop negotiating the cluster extension (m1), and
extending it moves to m2.

Walkthrough

The changes revise the edge/core cluster-routing plan, including peer roles, path selection, and inter-cluster announcements. They add quests for plain-client moq-transport behavior and a proposed serving-origin extension. They also add a single route-cost proposal, update hop-removal references, and add a route-update hold-down quest.

Priority: ⬇️ Low

Merge Risk: 🔵 Low · up to 65cc2

The planning changes are mergeable with a small documentation correction: describe terminal refusal tests without reselection. No deployed routing or authentication behavior changes in this PR.

Security Architecture Review

Security architecture risk: 🔵 Low · up to 65cc2

The proposed edge/core separation improves isolation, but authorized cluster membership is not fully defined at the legacy-peer admission boundary. Mutual TLS is already part of the authentication plan, and this PR does not deploy the proposed behavior. A low-severity authorization finding remains, while actual unauthorized reachability is unresolved.

Retained concerns

  • Low · security · inferred: The new core-isolation contract leaves authorized peer classification unresolved before applying the role-less legacy fallback. This is a design assurance gap, not proof that an unauthorized client can reach a deployed core. Existing unrestricted cluster grants are not shown to have been introduced or widened by this PR.
Security review details

Security Blast Radius

  • inferred — If an unauthorized session could be misclassified as a legacy cluster peer, the relevant exposure would be the accepting core's core-grade service scope and potentially its connected core/legacy mesh. Edge non-transit rules limit one propagation path. Actual reachability, transitive access, tenant boundaries, and deployed assets are not established.

Security Findings and Attack Paths

  • observed — A retained, reportable low-severity authorization finding remains, with reachability and likelihood unknown. The unrestricted cluster-grant condition is documented in unchanged authentication plans and therefore predates this PR; the new topology's effective exposure comparison is unresolved. The separate legacy-classification candidate remains deferred, not a verified attack path.

Trust Boundaries and Controls

  • inferred — Transport authentication, authorized cluster membership, and serving-source identity are distinct controls. mTLS and the planned non-cluster refusal provide important protection, but the inspected plan does not establish identity-to-peer authorization before legacy admission. Reply Origin and terminal routing refusals do not supply that missing admission control.

Resilience and Maintainability Implications

  • inferred — The inspected migration contract defines startup checks and legacy bridging but not how authorization and role binding survive interruption, reconnect, repeated or concurrent reconfiguration, rollback, and eventual legacy retirement. Those lifecycle guarantees remain evidence gaps rather than observed fail-open behavior.

Hardening Proposals

  • proposed — Before implementation, define a fail-closed admission sequence that binds authenticated identity to authorized cluster membership before granting legacy core-grade access. Specify how that binding is revalidated across reconnect, configuration changes, rollback, and removal of legacy compatibility.

Review (head 911f685782db97d645fc6976a41841fdd9f52bda)

Verdict: ITERATE

Quests-only PR applying the 2026-09-30 wildcard/cluster audit on the main side: terminal refusals + reply Origin in Selection, mark the simulator prefix-hash finding as pre-Wildcard, add m1 plain-client off-switch and m2 extend-the-draft. Direction matches #4218 / #4279 and the PR decisions; cited IETF cluster paths (rs/moq-net/src/ietf/cluster.rs, parameters.rs, publish_namespace.rs, js/net/src/ietf/cluster.ts) exist.

Blocking

  1. quest/m1/cluster-routing/selection.md Wire/Tests still promise reselection
The Plan now correctly says every refusal is terminal (aligned with quest(wildcard): drop NO_CAPACITY; every refusal is terminal #4218). The same file's Wire paragraph still says: "Tests cover an HRW split across an equal-cost pool, refusal and reselection, …". That contradicts the new rule and looks like the third stale Selection bit this PR meant to fix. Drop "and reselection" (or rephrase to refusal ending the subscribe / origin shedding via withdraw/re-price).

  2. ietf-cluster-off.md Related overclaims Topology
Related: "cluster links are lite-only there too" → quest/m1/cluster-routing/topology.md. That file still has Open: moq-transport cluster peers (accept via the extension today, or refuse non-lite; never accept a peer that cannot carry topology). This PR does not close or rewrite that Open. Either update Topology to record the audit decision (lite-only links now; IETF peers return later via m2), or soften the Related line so it does not claim a settled lite-only decision Topology has not made.

Non-blocking

  • PR body correctly defers line-side cluster-origin.md / front-upgrade.md edits to quest/m0/wildcard/README; main's Wildcard README still says first-hop resume / NO_CAPACITY while Selection already points at reply Origin — fine if the follow-up lands soon, otherwise Selection's "per Wildcard's resume rule" is slightly ahead of main's Wildcard text.
  • README simulator sentence wraps awkwardly after the parenthetical; cosmetic.
  • CI Check/Test still in progress at review time (docs-only; unlikely to block on content).

No alternative approach worth exploring — the m1 off / m2 extend split is the right shape for the splice risk.

Automated review by review (OpenAI)
Reviewed head: 911f685

No additional actionable findings beyond the already-reported stale reselection test wording and Topology decision wording (existing review); both are present at this head, so I have not duplicated them inline.

Direction: the m1 negotiation off-switch and m2 full cluster extension are a sensible split. An Origin-only interim extension would still need reworking for the eventual topology/selection protocol. Keeping ordinary moq-transport clients supported limits the compatibility impact. For implementation verification, cover both dialing and accepting sessions, plus ordinary client media delivery, alongside the specified pool-failover test.

Verification: static review of all six changed quest files, repository links, relevant Rust/JS negotiation code, cluster draft, and #4218/#4279. No tests executed; the quest executable is unavailable here. This PR changes plans only, with no present API or wire change.

Re-review after push (head e11ef17a3ea4ad67a56af3002c3851e8643badd8)

Verdict: ITERATE

Notable push: e11ef17a adds the cache-tiers half of the audit — edge/core roles, one route cost, Topology marked under review, and Required links from the cluster-routing README. Matches the PR body's cache-tiers decisions. Prior blocking items from 911f6857 are still open.

Still open (from prior review)

  1. selection.md Wire/Tests still promise reselection
Plan correctly says every refusal is terminal. Wire still: "Tests cover … refusal and reselection …". Drop "and reselection" (or rephrase to terminal refusal / shed via withdraw/re-price).

  2. ietf-cluster-off.md Related still overclaims Topology
Related still says Topology has "cluster links are lite-only there too", but topology.md still has Open: moq-transport cluster peers (accept via extension today, or refuse non-lite). The new "Under review" blurb covers tiers/link-state, not that Open. Close or rewrite the Open to the audit decision, or soften the Related line.

Non-blocking (this push)

  • roles.md Goal vs single-edge-as-core: Goal says a core is "hidden from end users"; Plan says a lone edge is its region's core (so that node serves users). Clarify that dedicated cores are hidden, or that the dual role is the single-edge exception.
  • README "front-upgrade.md is deleted": documents the settled delete, but the file is not on main and the PR body still defers line-side wildcard edits — fine as intent, slightly ahead as a present-tense claim.
  • Topology Required points at "the topology branch" without a branch/PR link; easy to lose.
  • New quests' code citations check out (Cost { warm, cold } in origin.rs, lite-06 dual-field shape). Edge→core TLS/qmux is correctly flagged as "check what cluster dial supports today".
  • CI Check/Test still pending at review time.

No alternative worth exploring — edge/core + one cost is the right shape for dropping Warm/Cold.

Reviewed moq-dev/moq at e11ef17a3ea4ad67a56af3002c3851e8643badd8, the four-file delta from 911f685782db97d645fc6976a41841fdd9f52bda (no rebase).

No new actionable findings. Both previous documentation contradictions remain: Selection still promises “refusal and reselection,” and Topology still leaves moq-transport cluster support open despite the off-switch quest calling it settled. No duplicate inline comments.

Direction: the explicit edge/core tiers and single-cost model simplify cache-aware switching. The lite-06 Warm/Cold bridge preserves framing, and the breaking model change belongs on dev. Investigating configured adjacency plus path vector before committing to link-state is worthwhile; carry the result through the topology-dependent Selection and Propagation plans too. Implementation verification should include partial edge-to-core failure and the single-edge/core case: common HRW choices assume matching eligible-core sets.

Limits: static review of the changed quests and relevant routing/cost code and draft. No tests or benchmarks run; quest guide is unavailable. GitHub Check was still running when inspected. This PR changes plans only, with no present API or wire change.

State the m1 peer policy in the topology quest.

The Open paragraph still presents extending moq-transport cluster peering as an m1 alternative. This conflicts with the selected m1 policy: moq-transport peers are plain clients, and cluster links are lite-only. Mark the extension as deferred m2 work.

Align the Selection test plan with terminal refusals.

The Selection plan says refusals are terminal, but its Tests paragraph still says “refusal and reselection.” Update that phrase to describe a terminal refusal without reselection.

Do not extend this PR to update quest/m0/wildcard/README.md. Its same-tier capacity re-resolution rule is a separate follow-up. This is a documentation-only inconsistency, not a data-integrity issue or a runtime routing change.

Re-review after push (head 0cc11ede37b0b53bfc0cce0182140a1d379192bb)

Verdict: ITERATE

Notable push: 0cc11ede deletes Topology and Propagation, adds Tiered path hunting, moves --hop removal and one route cost out to top-level dev quests, and lands the cluster-routing line on main with path vector over edge/core. Matches the PR body's topology-investigation decisions. One prior blocking item is fixed; one remains.

Fixed (from prior review)

  • ietf-cluster-off.md Related no longer overclaims Topology — Related now points at roles.md ("cluster links are lite-only"); topology.md is gone. The unnamed "topology branch" Required is gone with it.

Still open (blocking)

  1. quest/m1/cluster-routing/selection.md Wire/Tests still promise reselection
Plan (and this push's rewrite) correctly keep every refusal terminal. Wire is untouched: "Tests cover … refusal and reselection …". Drop "and reselection" (or rephrase to terminal refusal / shed via withdraw/re-price). Called out on 911f6857 and e11ef17a; this push rewrote Selection and still left the Wire line.

Non-blocking (this push)

  • roles.md Goal vs single-edge-as-core: Goal says a core "serves only cluster peers" / "never dials an edge", while Plan still has the lone edge is its region's core (so that node serves users). Call out the dual-role exception in Goal, or soften "serves only".
  • ietf-cluster-off.md Plan still says "matching the topology decision that cluster links are lite-only" after Topology was deleted; the decision now lives in the line README / roles — fine, slightly stale phrasing.
  • ietf-cluster-peers.md "settles for topology and selection" — Topology is gone; "selection / what a link carries" would match the new shape.
  • selection.md candidate mechanics has a fragment sentence ("At an edge that spreads…") after the route_order bullet — wording only.
  • README's "route upgrade quest is deleted" is softer than the prior present-tense front-upgrade.md claim; still ahead of the wildcard-line follow-up, fine as intent.
  • New/moved paths check out (hop-removal.md, route-cost.md at quest/m1/; path-hunting.md replaces Propagation). CI Check/Test still pending at review time.

No alternative worth exploring — path vector over tiers + measure-first path hunting is the right shape after dropping link-state.

Reviewed moq-dev/moq at 0cc11ede37b0b53bfc0cce0182140a1d379192bb, the one-commit delta from e11ef17a3ea4ad67a56af3002c3851e8643badd8 (no rebase).

One new P2 finding inline: hop lists plus immediate-peer exclusion do not prevent a transient request cycle after core-session loss. Front coalescing can turn it into a stalled circular dependency rather than unbounded requests.

Previous findings: the Topology contradiction is resolved by deleting that quest and retargeting the off-switch link. Selection still promises “refusal and reselection” at lines 49–53, despite terminal refusals. This and the single-edge/core admission ambiguity are already covered by the independent re-review, so no duplicate inline comments.

Direction: tiered path vector and separating the breaking dev work are simpler than the abandoned link-state design. Keep the measure-first approach, but include cyclic-core session loss and actual subscription termination in the acceptance criteria before claiming loop freedom.

Limits: static review of the 12-file delta and relevant routing/front code, plus an abstract counterexample; no runtime tests or simulator run. quest guide is unavailable here. Check/Test were still running. Quests only: no present API or wire change.

[P2] Preserve a request-loop invariant across core-session loss

Loop-free advertised hop lists do not make per-hop request reselection loop-free. The allowed core graph can contain a cycle across three regions. After their common upstream D disconnects, A/B/C can still hold stale alternatives [P,D,B], [P,D,C], and [P,D,A]: A requests B, B excludes A and requests C, then C excludes B and requests A. Each choice passes the immediate-peer check. Lost sessions only drop their routes; they do not apply explicit-withdrawal hiding to every path through D (origin.rs:3404–3408). The front cache coalesces the repeated request, leaving a circular wait until routing converges.

Selection now drops the end-to-end visited-relay protection. Retain a request-loop guard or another demonstrated invariant, and include this cyclic-core loss case in the measurement before declaring hop lists sufficient. Tiering removes edge transit but does not remove core cycles.

Clarify the M1 override for NO_CAPACITY.

When an origin returns NO_CAPACITY, M0 permits one same-tier retry. M1 says every refusal is terminal but does not state that it overrides this M0 rule. Implementations can therefore disagree between retrying another origin and terminating the request.

Suggested fix
-- A refusal follows Wildcard's refusal rule: every refusal is terminal, and
- an origin sheds load by withdrawing or re-pricing its route instead.
+- M1 overrides Wildcard's M0 capacity-refusal retry: every refusal, including
+ `NO_CAPACITY`, is terminal. An origin sheds load by withdrawing or
+ re-pricing its route instead.

moq.pro migrates its fleet one region at a time (moq-dev/moq.pro#2114), so
a core must link to relays that have no role yet. Also links path-hunting's
blocker to moq.pro's tiered simulator quest.

Re-review after push (head 9ff4937b4a1a4b169979600159787d34d8ebadee)

Verdict: ITERATE

Notable push (57898679 + 9ff4937b): names the edge-link scheme tls:// (reuse moq-tokio's tls cert module), adds role-less relays as legacy peers so cores can bridge a region-by-region migration, and turns path-hunting's Required simulator note into a link to moq.pro's tiered-sim quest. Matches moq.pro#2114's migration bridge ask. Prior blocking item is still open; the new Required link 404s on main.

Fixed

  • None of the prior open items (this push only touched roles.md and path-hunting.md).

Still open / Blocking

  1. quest/m1/cluster-routing/selection.md Wire/Tests still promise reselection
Plan: "every refusal is terminal". Wire (unchanged): "Tests cover … refusal and reselection …". Drop "and reselection" (or rephrase to terminal refusal / shed via withdraw/re-price). Third call-out (911f6857, e11ef17a, 0cc11ede); this push did not touch the file.

  2. path-hunting.md Required link 404s on moq.pro main
New link: https://github.com/moq-dev/moq.pro/blob/main/quest/m1/routing-sim-tiers.md. That file exists only on moq.pro#2114's branch (claude/xenodochial-curie-158640), not on main (confirmed 404). Point at the PR, or say "planned in moq.pro#2114", until that quest lands on main.

Non-blocking (this push)

  • roles.md Goal / line README Goal omit the new third state (and the dual-role exception). Goal still says a relay "runs as an edge or a core"; README: "Relays take an explicit edge or core role". Plan now has role-less legacy + "where a region has one edge, that edge is its core". Soften Goal (and the README one-liner) so legacy and the dual-role case are not surprises.
  • tls:// "wired to qmux's existing tls module" is slightly ahead of the code shape: rs/moq-tokio/src/tls.rs is cert/trust config (QUIC/WS already use it); there is no stream-TLS qmux transport yet (tcp:// is plaintext-only, and Client has no tls scheme arm). Fine as the plan to reuse tls::Listen/Connect — just don't read it as "scheme already half-built".
  • Auth model for tls:// edge links is unspecified. Today's tcp:// docs say no encryption and no authentication (trusted network only). Moving intra-region links to TLS does not by itself say whether cores authenticate edges (mTLS, fingerprint pin, cluster token, or server-TLS + network trust). Worth one Plan bullet before implementation.
  • Prior non-blocking still open (untouched): ietf-cluster-off.md "topology decision" phrasing; ietf-cluster-peers.md "settles for topology and selection"; selection.md fragment after the route_order bullet; README route-upgrade delete ahead of the wildcard-line follow-up.

Role-less bridge + tls:// name are the right shape for the moq.pro region-by-region migrate; land the Wire fix and the Required link target and this is mergeable as quests/docs.

Automated review by review (OpenAI)
Reviewed SHA: 9ff4937, the two-file delta from 0cc11ed.

No new actionable findings in the explicit tls:// scheme, simulator dependency link, or role-less migration bridge. Preserving legacy peering temporarily is a sensible way to support region-by-region migration without a simultaneous fleet cutover. Verify both bridge directions and edge-to-legacy refusal when implemented.

The existing request-cycle finding is unchanged and unresolved; these edits do not modify its guard or acceptance criteria. No duplicate inline finding.

Verification: static delta review against the preceding reviewed head and the matching moq.pro migration plan. No implementation tests or simulator run; quest is unavailable here. This PR changes plans only.

Re-review after push (head 65cc2f9515d8917399603026a7d786435f84e7a4)

Verdict: ITERATE

Notable push: promotes path hunting from the cluster-routing line to quest/m0/path-hunting.md with a lite-06 hold-down on route updates (new paths and removals still go out at once; seqno stays the fallback). Deletes quest/m1/cluster-routing/path-hunting.md and retargets the line README. Production numbers match moq.pro#2116. One prior blocking item is fixed; one remains.

Fixed (from prior review)

  • path-hunting.md Required link 404 — the m1 file (and its routing-sim-tiers.md Required) is gone. The m0 quest points at landing the in-process repro upstream and a moq.pro pin/confirm step instead of that missing main path.

Still open / Blocking

  1. quest/m1/cluster-routing/selection.md Wire/Tests still promise reselection
Plan: "every refusal is terminal". Wire (unchanged this push): "Tests cover … refusal and reselection …". Drop "and reselection" (or rephrase to terminal refusal / shed via withdraw/re-price). Fourth call-out (911f6857, e11ef17a, 0cc11ede, 9ff4937b); this push did not touch the file.

Non-blocking (this push)

  • Line README still frames path hunting as a post-tiers contingency ("If stale paths remain on the tiered layout, the fix is Path hunting"), while the m0 quest is explicitly today's flat-mesh production pain. Soften to "lands on today's mesh (and still covers residual hunting after tiers)" so the promotion reason matches the line blurb.
  • Goal numbers (575–57,805 / median ~13k; hundreds–1k+ on the 34-relay repro) match moq.pro#2116; that PR is still draft — fine as the evidence cite.
  • Prior non-blocking still open (untouched): roles.md / README Goal omit legacy + dual-role; tls:// "wired to qmux's existing tls module" slightly ahead of code; auth model for edge TLS unspecified; ietf-cluster-off.md "topology decision" phrasing; ietf-cluster-peers.md "settles for topology"; selection.md fragment after route_order.
  • CI Check/Test still pending at review time (docs-only).

Land the one-word Wire fix and this is mergeable as quests/docs. No alternative worth exploring — hold-down first, seqno only if needed, is the right shape for a no-wire production fix.

Automated review by review (OpenAI)

Reviewed 65cc2f9, the four-file delta from 9ff4937. No new actionable findings in the m0 path-hunting plan.

Direction: addressing today's lite-06 withdrawal churn independently of the tiering rollout is sensible. Measuring the hold-down's convergence and genuine-failover cost, while retaining the sequence-number fallback, keeps this an experiment with a clear failure path. Advertisement damping alone does not establish request-loop freedom.

The existing P2 request-cycle finding remains unresolved: the hop-list loop-freedom claim and request-selection rules are unchanged. Include cyclic-core session loss and subscription termination when validating the new plan; no duplicate inline comment added. Selection's terminal-refusal/test wording mismatch also persists, as the independent re-review notes.

Verification: static review of the delta, earlier plan, current withdrawal/reannouncement handling, and linked production investigation. No implementation tests, simulator, or quest checks run. Planning-only changes; no present API or wire change.
