feat(mux)!: keep a finished broadcast up for a fixed linger - #6636
Publisher retention moves out of moq-net into app policy. A cleanly ended broadcast stays announced and serves its finished tracks for a fixed time from the end, then closes, so a subscriber that arrives late (such as a player that read the final catalog after the end) still gets the tail. No Rust publisher outside moq-net, moq-ffi and moq-c uses broadcast::Finish any more, which unblocks stateless broadcasts.
What changed
moq_mux::Linger<T> (new, rs/moq-mux/src/linger.rs): holds the finished broadcasts plus an owner T (the importer, catalog, or session that keeps the finished tracks alive), fixes the deadline at construction, and wait() sleeps until it on moq_clock. Dropping it closes the broadcasts at once, which is the interrupt. Linger::DEFAULT is 30 s. It ignores what else is at the path: a newer instance takes the path by epoch, and the old one finishes its linger without stopping it.
moq-cli: moq import --linger <duration> (default 30 s, 0s closes at once) for stdin imports and the HLS, RTMP, SRT and WHIP gateways. --max-age no longer extends the end. import rtsp, import archive, import capture and import rtc --connect refuse --linger with a reason. moq export ts|srt --linger keeps its meaning.
Gateways: moq-rtmp (Publish/Client::with_linger), moq-srt (Publish/Client::with_linger), moq-rtc (server::Config::linger), moq-hls (Import::finish plus Linger in moq-cli). A failure still closes at once; only a clean end lingers.
moqsink: linger property (milliseconds, default 30000). EOS posts after the linger; linger=0 closes at once; stopping the pipeline during the wait closes the broadcast early.
RTSP: no helper. import rtsp redials after every session and publishes the next run under a newer epoch, so a run's end is not the content's, and a retained finished catalog would tell readers to stop if the next run dropped. Commented in rs/moq-cli/src/rtsp.rs.
Tests: the helper is tested with paused time (a late subscriber fetches every group of the tail at 29 s; at exactly 30 s the path is unroutable; the deadline does not move when wait() starts late; dropping closes at once). Gateway tests cover the linger and the zero case.
Docs: doc/bin/cli.md, doc/bin/hls.md, doc/bin/gstreamer.md. Quest files: retention deleted with its links; ts-follow no longer lists the moq-srt renames done here.
moq-srt: egress Subscribe::with_linger and Client::with_linger are renamed with_follow (breaking, MIGRATE entry); with_linger now sets ingest retention on Publish and Client.
moq-rtmp: adds Publish::with_linger and Client::with_linger. moq-rtc: adds server::Config::linger.
moq-cli: adds import --linger; --max-age stops extending the end (MIGRATE entry). moqsink: adds linger.
Behavior: a reconnect at the same path no longer ends the old broadcast's wait; the newer epoch takes the path and the old one closes at its deadline.
Wire: none. moq-net, moq-ffi, moq-c and <moq-publish> are unchanged.
Choices made without asking
The helper takes over after the caller finishes its own catalog and tracks, rather than finishing them itself, since each caller already owns that ordering (catalog last, abort on failure).
Linger<T> takes a generic owner instead of a boxed Any, so callers keep a typed value and nothing allocates.
The moq-srt egress rename to with_follow lands here, taken from ts-follow's scope, because Client::with_linger is needed for pull retention and one name with two meanings on one type is worse than renaming early.
moqsink linger is a u64 in milliseconds, matching the element's other durations (quic-idle-timeout, quic-keep-alive).
--linger is refused, not ignored, for sources with no clean end, per fail loud.
Checks
just check passes (lint, Rust and JS tests, quest, markdown).
cargo nextest over moq-mux, moq-srt, moq-gst and moq-cli (including integration) passes.
Add moq_mux::Linger, which holds a finished broadcast's owners and closes
its broadcasts a fixed time after the end. moq-cli imports, the RTMP, SRT,
WHIP and HLS gateways, and moqsink use it instead of moq-net's
broadcast::Finish, with --linger (default 30s) on moq import and a linger
property on moqsink.

Walkthrough
The changes add a shared fixed-duration linger mechanism for cleanly ended broadcasts. CLI imports and RTMP, SRT, RTC, and HLS paths apply configured linger durations. The GStreamer sink gains a linger property and delays EOS until the broadcast drains. SRT APIs distinguish broadcast linger from publisher-follow behavior. Tests and migration documentation are updated for these changes.
Priority: Pending latest changes
Merge Risk: Low · up to f37d7
The SRT migration guide still describes outdated completion behavior, which may mislead users upgrading to the new linger API.

Explanation
The title "feat(mux)!: keep a finished broadcast up for a fixed linger" matches the main change. The PR adds moq_mux::Linger, which keeps a cleanly ended broadcast announced for a fixed duration, and the diffs in moq-cli, moq-rtmp, moq-srt, moq-rtc, moq-hls and moqsink wire that behavior through. The title is concise and specific, and it follows the conventional commit style. The breaking marker matches the documented API changes.

Update the "A finished ingest lingers" entry. It contradicts the new entry above it.
Line 33 says Publish::accept and Client::pull resolve "after the ended stream's finished broadcast goes stale". After this PR they resolve after the configured linger (default 30 s, zero closes at once). The new entry at lines 7-14 states this.
Both entries sit under "Unreleased". A reader gets two different descriptions of the same behavior. Merge them into one entry or rewrite line 33 to refer to the linger.

Fixed the outside-diff MIGRATE finding in be63e45: the moq-srt "A finished ingest lingers" entry now refers to with_linger. The same stale "goes stale" wording is fixed in the moq-rtmp and moq-rtc entries, and the superseded unreleased broadcast::Finish entries in moq-mux (#5795) and moq-hls are folded into the final shape, since released Programs::finish returned () and released moq-hls had no Import::finish.
Codex finding (poll API): fixed. Linger::poll_wait(&mut self, &kio::Waiter) -> Poll<()> arms a stored moq_clock::Sleep at the fixed deadline; wait() wraps it with kio::wait. Adds one public method to moq-mux, no other API change.
CodeRabbit MIGRATE findings: the moq-srt, moq-rtmp and moq-rtc unreleased "lingers" entries now name the configured linger instead of staleness, and the superseded unreleased broadcast::Finish entries in moq-mux and moq-hls are folded into their final shape. The moq-rtc Session/MediaSink finding was withdrawn (crate-private).
Merged main twice: kept the PR's Programs::finish and the new PMT test expectation; in the moq-rtc test kept the interrupt path (a replacement publish no longer ends the linger) and dropped the wire stats removed by refactor!: stop shipping unused API surface #6454.
Checks: just check, nextest over moq-cli (incl. integration), moq-mux, moq-srt, moq-gst, moq-hls, moq-rtmp, moq-rtc, just rs cli-export, and base-relative quest check pass. Codex reviewed this head with no findings.
Main's Linger (#6636) takes the fill broadcasts, so its callers hand it each publication's broadcast.
