quest: adopt kix on moq-dev's repositories first - #290
Refocuses the plan on using kix for moq-dev's own repositories before anything public.
Changes
m0 → moq-dev adoption. kix hosted at quest.moq.dev, used on moq-dev/moq first, then moq-dev/quest, then the private moq-dev/moq.pro. The Kix epic ranks right after the land work (the host gate, the land fixer and the land quests).
New m0 quests:
quest/m0/kix/owners.md [S]: only moq-dev may enroll until the public release.
quest/m0/kix/private.md [M]: private repos enroll; every view needs a signed-in user with GitHub read access; the OSI-license check is dropped everywhere.
Deploy retargeted from kix.quest to quest.moq.dev (wrangler route, AUTH_URL, App manifest, runner DEFAULT_URL).
New m1: Public release. Moved here from m0: pick repositories, setup PR, read-only CI check, onboarding guide, contributor sandboxing (untrusted-head VM, stock-Ubuntu AppArmor, macOS verification), the theme epic + landing page, and launch material. New quest/m1/open.md [S] moves to kix.quest and removes the allowlist.
Old m1 → m2 (cloud runners, mobile app, donors, etc.), unchanged otherwise.
The m0 sandbox epic keeps head approval and opencode sandboxing, since moq-dev's own jobs need them.
Decisions (user, 2026-10-30)
Milestones: ✅ new m1 for the public release, old m1 → m2 · fold into existing m1
Host: ✅ quest.moq.dev · kix.moq.dev
Leaving m0: ✅ onboarding ✅ public face ✅ contributor sandboxing ✅ read-only CI check
Private repos: ✅ start with moq, then allow private repos for signed-in users with access (user's own answer)
OSI license: skip for private only · ✅ drop everywhere
Enrollment before launch: ✅ only moq-dev · anyone
Launch host: ✅ move to kix.quest in m1 · stay on quest.moq.dev · decide later
Notes
Merged origin/main (a27cacd) on 2026-11-01. The merge driver resolved the link lists. Main's two new later-work quests, status-landing and legacy-labels, moved from m1 to m2 along with the rest of the old m1, keeping the positions main gave them.
m0 ordering (decided 2026-11-01). Since this PR was planned, main added Merge through a host gate (2026-10-30) and the land fixer epic (2026-11-01), plus six smaller land quests. The maintainer chose to keep the land work first, then Kix, then the rest of m0. That decision is recorded in m0's Plan.
Review threads: fixed the owner-ID allowlist, the m1→m2 prose, and the duplicated decision heading. Refuted the deploy.md Goal wording, because a Goal states the end state its Plan delivers.
Checks: quest check (90 documents ok) and prettier --check quest passed. Only quest/ changed on top of the merge.
Review
Round 1 (new session after the base merge): quest review, Codex gpt-6.1-sol, medium effort. Reviewed head 7abfd7401775f758e991b11f5f7756cc93d8aca7 against origin/main (a27cacd): no findings.
Head e9c11deb61bf7d50f1e3dff0f3ca9c006d2843d5 adds one commit, which moves the Kix link below the land quests in m0's Required, as the maintainer chose on 2026-11-01. I skipped the review because the change is trivial: it reorders one existing link, with no new text. quest check passes.
Head 94cb589e714f818a143459470a5ab774f7fa4aff records that decision in quest/m0/README.md's Plan. I skipped the review because the change is trivial: it records a maintainer decision verbatim. quest check and prettier pass.
m0 becomes moq-dev adoption at quest.moq.dev (moq, quest, then the
private moq.pro). Onboarding, read-only CI checks, contributor
sandboxing, the theme, and launch material move to a new m1 public
release, which also opens kix.quest. The old m1 becomes m2.

Walkthrough
The Quest roadmap now assigns moq-dev repository adoption to M0, the public release of kix.quest to M1, and later work to M2. The M0 plans cover deployment at quest.moq.dev, repository enrollment, private-repository access, and maintainer job scope. New M1 documents describe public opening, onboarding, and contributor sandboxing. Cross-references across the milestone documents now point to the revised locations.
Merge Risk: Low · previous review a0ef9
This documentation-only reorganization of the quest milestones has a few wording and consistency fixes outstanding. The owner allowlist plan should pin immutable GitHub owner IDs before it is implemented. None of these block merge.

Explanation
The description is related to the changeset. It states that the plan now focuses on adopting kix on moq-dev repositories first (m0 at quest.moq.dev, then moq-dev/quest, then private moq-dev/moq.pro). It lists the new m0 quests (owners.md, private.md), the deploy retargeting from kix.quest to quest.moq.dev, the new m1 public-release milestone with moved work, and the old m1 moving to m2. It also records the maintainer decisions and the check results. The changeset matches these descriptions, so the check passes.

Move main's two later-work quests (status-landing, legacy-labels) from m1 to
m2 with the rest of the old m1. Address review: pin the enrollment allowlist
to owner IDs, say m2 where the kix README's links now point, and drop the
duplicated 2026-09-26 decision heading in m0.

The maintainer chose on 2026-11-01 to keep the host-land gate, the land
fixer and the land quests on top, with Kix next, above the smaller CLI work.
