quest: split ts-unsafe into an epic, gate go/coverage on speed - #618
quest/m4/go/coverage.md now requires quest/m4/go/speed.md, as the go epic orders them ("speed first, then coverage"). It splits into one quest per construct only once speed reaches its bar, since a failed speed result deletes go/.
Facts come from a probe crate run through the translator at main, and just ts census at the moq pin: model 82, kio 76, moq-net 409 refusals.
Decisions
ts-unsafe goal:
✅ Every unsafe construct rust2-ts can make exact, one quest each.
Only the constructs moq's dependencies hit.
ts-unsafe milestone:
✅ All children in m3: none blocks moq, and the model's only hits are smallvec's, which moq drops or binds.
vec-spare-capacity in m2.
smallvec's constructs in m2.
go/coverage:
✅ Gate on speed, split later.
Split now, each child requiring speed.
Split now, ungated.

Walkthrough
The unsafe-translation roadmap moved to a README, and seven child quest documents were added. Related links now target the README, and the runtime-throws plan names additional pointer cases. The Go coverage plan records a decision to defer splitting coverage quests until the speed quest reaches its bar and adds a performance requirement.
Merge Risk: Low · previous review d1d21
The planning changes are mergeable with bounded follow-up: clarify that valid MaybeUninit copies must not abort. A final Go benchmark would also help protect performance as coverage expands.

[P2] Preserve the unfinished Vec::from_raw_parts work in the split plan — quest/m3/ts-unsafe/README.md:34–37. The deleted quest explicitly left adoption of a typed allocation with Vec::from_raw_parts unfinished. This paragraph drops that requirement, and none of the eight children restores it: spare-capacity support initializes an existing Vec rather than transferring an allocation into a new one. At this head, the lowering has neither a Vec from_raw_parts mapping nor permission to translate that method from std's MIR, so a valid typed-allocation-to-Vec program still reaches the unsupported-call error. Completing every new child would therefore leave this previously tracked part of the epic unresolved. Add a child for this ownership transfer, or explicitly include it in an existing child's goal, with differential coverage of length, capacity, and drops.
Verification: static GitHub review of all 15 changed files, the relevant lowering/runtime, quest prerequisites, and added repository links. I did not run the translator, census, quest check, or just ci; the PR reports local checks passed, while the visible Queue run is skipped.
Coverage can change vector growth used by the stream benchmark. Completing speed removes its plan and dependency link, so coverage has no requirement to remeasure. Add a final just go bench run to the coverage plan to detect a possible regression.

Update the coverage plan containing “Match cgo on the crate” to require a final
`just go bench` run after coverage is complete, so coverage-related
vector-growth changes are remeasured even when the speed plan’s dependency link
has been removed.

From review of #618: restore the typed allocation's Vec::from_raw_parts as
its own child, allow copying an unwritten MaybeUninit slot, and rerun the go
bench once coverage completes.

The earlier P2 is addressed: vec-from-raw-parts.md restores typed-allocation ownership transfer as a required child, with explicit length, capacity, and drop verification. The update also correctly permits copying unwritten MaybeUninit slots and requires rechecking Go's speed bar after coverage work. No new actionable findings or further changes requested from this pass.
Limits: static GitHub review of the plan changes and linked benchmark requirements. I did not run the translator, census, benchmarks, quest check, or just ci; the reported local checks were not independently reproduced, and the visible Queue runs are skipped.
