Summary

The timing check that #55 added fails on GitHub runners, which blocks the 0.5.0 release on main. This PR raises its limit from 4s to 15s.

• Before: the test took 0.8s locally, 3.0s on the staging run for perf(layout): lay out large diagrams in one cheaper pass, plus viewer fixes #55, and 5.3s and 5.4s on the main run for chore(release): v0.5.0 #56 and its re-run.
• After: the layout tests pass locally, 19 of 19.
• The layout perf(layout): lay out large diagrams in one cheaper pass, plus viewer fixes #55 replaced took about 7s locally. On a runner that is well past 15s, so the check still catches a return to it.
