What

Adds a reusable release workflow to be used in ARC, Solar and other repos later.

The new workflow is also used by dev-kit and replaces the existing release-drafter workflows.

Related to #42

Checklist

  • Tests added/updated, or confirmed that no tests are required
  • No breaking changes, or upgrade path documented above
  • Readable commit history (squashed and cleaned up as desired)
  • AI code review considered and comments resolved

Summary by CodeRabbit

  • New Features
    • Added a manually triggered release process with options to preview a release, select a version, and retry assets for an existing draft.
    • Release notes are grouped by change type. Releases are created as drafts after validation; missing release notes can be allowed with an override.
  • Changes
    • Removed the previous automatic release-drafting workflow.
    • Pull requests with breaking changes in their commits must have a breaking-change title.
  • Documentation
    • Added guidance on configuring and using the release process, including permissions and release requirements.

Walkthrough

The pull request replaces Release Drafter with manual and reusable release workflows. It adds git-cliff configuration and release-note checks, supports draft release creation and asset-retry validation, and checks that pull request titles reflect breaking commits.

Changes: Release workflows and commit checks

Layer / File(s) Summary
Release entry point and shared configuration
.github/workflows/release-self.yml, .github/release-drafter.yml, .github/workflows/release-drafter.yaml, renovate.json, cliff.toml
A manual workflow passes inputs to the reusable release workflow. The pull request removes Release Drafter configuration and its workflow, configures Renovate to track git-cliff versions in workflow files, and adds changelog parsing and version rules.
Release preparation and draft creation
.github/workflows/release.yml, README.md
The reusable workflow validates release context, computes or accepts a version, renders release notes, and can create a draft release and tag. It validates asset-retry requests. The README describes workflow use and release requirements.
Release-note validation
.github/actions/check-release-notes/*, .github/workflows/test-actions.yml
The composite action checks first-parent commits against git-cliff context. It reports missing commits and fails unless forced. Tests cover mixed, forced, clean, and root-commit histories. Workflow filters include cliff.toml.
Breaking-commit title check
.github/workflows/conventional-commits.yml, scripts/repo-settings.sh, README.md
The pull-request workflow requires a breaking title when a non-merge commit uses a breaking Conventional Commit subject. Repository settings configure merge commit titles and messages. The README documents the check.

🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift

Count releasable commits by git-cliff’s processed classification.

raw_message contains the original commit message. Git-cliff applies commit_preprocessors before commit parsing. Therefore, a merge commit can be classified and rendered as feat, fix, or perf while its raw_message still starts with Merge pull request.

The current guard can then count zero and block automatic version selection. Use git-cliff’s processed classification for this check.

.github/actions/check-release-notes/action.yml: 1

7-24: Trivial · Maintainability & Code Quality · Quick win

Exercise the composite action in CI.

test-actions.yml runs the shell test directly. That test sets CLIFF_CONTEXT and FORCE itself, so it bypasses action.yml. A wiring regression can therefore leave the release guard with an incorrect range or context, or ignore force, while CI still passes.

Add a minimal workflow step that invokes the composite action with a missing commit and force: true. This also exercises the action's default ctx.json context.
