Add minimal cargo check for MinGW cksum with system openssl.

I'm considering to enable vendored openssl for 3 published targets for performance. Pure-Rust checksum crates are already tested at build_rust_stable:.

As a consumer, setting up brew on macOS or vcpkg/MSYS2 on Windows, and building cksum locally take a lot of trouble. Do you argree?
