Why the change

Let a cloud channel member request an explicitly allowed Agent health check from the phone and safely retry an unconfirmed request after restart.

Special things to note

• Merge risk: two-way code rollback, medium blast radius for cloud work requests and secure retry state; review actual user/target binding, persist-before-send and reply validation. Removing retry state does not cancel accepted cloud work.
• 629 mobile tests pass (8 skipped), typecheck/style/source-policy/release-ledger checks pass. First broad run hit sandbox loopback EPERM; rerun with local test networking passed. Native Batch18 passed member request/result, explicit local denial, process replay, six size/theme cases, cold restart/refresh and logout isolation; runtime CI39088289282 passed. Draft remains unmerged; Android/physical/Human QA unverified.
• JS-only, SDK58 binary remains compatible. UAT only; no Prod/merge. DSH forwarding, two Hosts, WebSocket and Human QA remain separate gates.

Change outline

Channel Agents → Request health check (member or owner)
  → secure pending target + five-minute deadline + stable operation
  → public TOB request route → readable result in channel
Restart / lost response → retry identical request, no deadline extension
Sign out / remove retry → local record cleared, no remote cancellation claim

Before: channel Agent credentials/replies only. After: ordinary member request, independently executed result, and local-policy denial.
